From the perspective of industry practitioners, the 2026 national lottery plan released by the State Administration for Market Regulation on the evening of April 10, 2026 has sent a clear signal: those decoration companies and material dealers that rely on cutting corners and shoddy goods to survive will have their living space greatly compressed.
This year, we will organize national supervision and spot inspections on 173 key industrial products in 8 categories, including electronic appliances, construction and decoration materials, and plan to inspect more than 17,000 batches. Among them, construction and decoration materials are clearly listed as key inspection targets.
This is by no means a simple routine inspection, but an important turning point for the entire decoration and design industry to transform from scale expansion to quality improvement.

As a practitioner who has been deeply involved in the Chongqing decoration design industry for nearly 20 years, I have witnessed the development and changes of the industry, and I also know that material quality issues have always been the biggest pain point restricting the healthy development of the industry.
The introduction of the national lottery plan is highly targeted and directly addresses the core issues that have long existed in the industry.
1. Why have decoration materials become the focus of the national lottery?
Hidden quality hazards cannot be ignored
The quality issues of decoration materials are directly related to the living safety and health of the people, and are also one of the areas where consumer complaints are most concentrated.
According to public data from the State Administration for Market Regulation over the years, the failure rate of synthetic resin emulsion interior wall coatings has stabilized at about 7%, ceramic toilets about 9%, and impregnated paper laminated wooden floors about 10%.
Unqualified projects are mainly concentrated in two major aspects:
Environmental protection indicators: Formaldehyde release, VOC content, total benzene content, etc. exceed the standard, which will cause long-term harm to human health, especially to sensitive groups such as the elderly and children.
Physical properties: Substandard wash resistance, surface abrasion resistance, bonding strength, etc. will seriously affect the living experience, significantly shorten the service life of the material, and increase subsequent maintenance costs.
It is worth noting that with the rapid development of online sales channels, substandard materials are gradually moving online.
Due to information asymmetry and difficulty in supervision, online channels once became the “hardest hit area” for substandard materials.
This national sampling plan has made targeted arrangements for this, clarifying that 115 products will be sampled through online channels, accounting for 47% of the total number of random inspections, an increase of 7 percentage points compared with 2025. The scope of random inspections covers large e-commerce platforms and small and medium-sized e-commerce platforms.

2. A dialectical view of regulatory upgrades: short-term pain for long-term healthy development
The increase in regulatory intensity has a multifaceted impact on the decoration and design industry, which is both a challenge and an opportunity.
In the short term, the operating costs of formal decoration and design companies will indeed increase.
On the one hand, in order to meet more stringent quality standards, companies need to purchase products with more guaranteed quality, and material procurement costs will increase accordingly; on the other hand, companies need to invest more manpower and material resources and establish a complete quality control system. From supplier selection to material incoming inspection to construction process control, every link needs to be strengthened.
For some small and micro enterprises that rely on low-price competition and lack a complete quality control system, they will face severe survival challenges.
In order to maintain profits, there may be behaviors of cutting corners and lowering quality standards. Under strict supervision, there will be no escape.
But in the long run, regulatory upgrading has great positive significance for the healthy development of the industry:
First, effectively purify the market environment, gradually eliminate companies with poor quality and chaotic management, and market share will concentrate on high-quality companies that focus on quality and standardized management.
Second, enhance consumers’ trust in the industry.
For a long time, the “crisis of trust” in the decoration industry has been restricting the development of the industry.
With the standardization of market order, consumer confidence will gradually recover, thereby releasing greater market demand.
Third, promote technological innovation and industrial upgrading in the industry.
The focus of industry competition will shift from price to quality and service, prompting companies to increase investment in research and development and apply new environmentally friendly materials and advanced construction techniques.
3. The way for decoration design companies to break the situation: Build a full-chain quality control system
Faced with an increasingly stringent regulatory environment and consumers’ higher pursuit of quality life, decoration design companies must proactively change their development ideas and build a quality control system covering the entire process of “design – procurement – construction – acceptance – after-sales”.
First of all, control the quality of materials from the design source.
When designing, designers must not only consider aesthetic effects and functional requirements, but also fully understand the quality standards and environmental protection requirements of materials, and give priority to products certified as green building materials.
At the same time, we advocate simple, environmentally friendly and practical design concepts to avoid over-design and unnecessary waste of materials.
Secondly, establish a strict supplier screening and management mechanism.
Conduct a comprehensive inspection and evaluation of suppliers’ production capacity, quality management level, credibility, etc., and establish a list of qualified suppliers.
Regularly conduct quality audits and performance evaluations on suppliers, and resolutely eliminate unqualified ones.
Sign a detailed quality assurance agreement with suppliers to clarify the rights and obligations of both parties.
Thirdly, strengthen on-site material inspection and construction process control.
When materials enter the site, the brand, specifications, models, certificates and other information are strictly checked, and key materials related to environmental protection and safety are sampled and submitted for inspection.
During the construction process, the construction specifications and design requirements must be strictly followed, and the quality inspection of key processes and hidden projects must be strengthened. If the previous process is not qualified, it will never be allowed to enter the next process.
Finally, establish a complete quality traceability and after-sales service system.
Use digital means to realize the entire process traceability of materials from procurement, transportation, warehousing to use.
Strengthen after-sales service, promptly solve problems encountered by consumers, and continuously improve consumer satisfaction.
IV. The practice of Dishan Yin: taking quality as the core and adhering to the original intention of the industry
As a professional decoration design institution with nearly 20 years of experience in Chongqing, Chongqing Dishan Yinyisan Architectural Decoration Design Co., Ltd. has always adhered to the corporate philosophy of “original design as the soul and implementation-based delivery” and regards material quality control as the lifeline of corporate development.
In terms of supplier management, relying on authoritative qualifications such as the vice-president unit of the Chongqing Hotel Industry Association, it has established long-term and stable cooperative relationships with many well-known building materials brands at home and abroad.
We have established a strict supplier access and annual assessment mechanism, and only cooperate with high-quality suppliers that meet the standards.
In terms of material inspection, a special material inspection department has been set up with professional inspection personnel.
All materials must undergo strict inspection before entering the site, and key materials related to environmental protection and safety are regularly sent to third-party agencies for testing to minimize quality risks.
In terms of construction process control, the whole process of “design – construction – management – after-sales” has been opened up, and a standardized full-process control system has been established.
The construction team has undergone strict training and assessment, and is certified to work.
The project manager follows up the project throughout the entire process, and every step must be signed for acceptance.
Introducing a digital construction management system to achieve transparent management and control of project progress and quality.
5. Future prospects of the industry: Quality is king, green and digital go hand in hand
Based on the comprehensive industry development trends and regulatory policy guidance, the decoration industry will usher in profound changes in the next three to five years.
“Quality is king” will become the core trend of industry development.
As supervision continues to increase and consumers’ awareness of quality increases, companies that only focus on price but not quality will most likely be phased out by the market.
Green development will also become an irreversible trend.
With the further advancement of the national “double carbon” strategy and the improvement of consumers’ environmental awareness, green building materials, low-carbon construction, prefabricated decoration, etc. will become hot spots in the development of the industry.
In addition, digital transformation will accelerate industry upgrading.
The application of big data, artificial intelligence and other technologies will realize digital management of the entire decoration process, improve management efficiency and quality levels, and also provide consumers with a more convenient and transparent service experience.
In short, the release of the 2026 National Drawing Plan has pointed out the direction for the high-quality development of the decoration design industry.
As a member of the industry, Dishanyin will continue to adhere to the spirit of ingenuity and professional bottom line, and continuously improve its material quality control capabilities and overall service levels.
At the same time, we also hope to work with colleagues in the industry to jointly promote the healthy and sustainable development of Chongqing’s decoration design industry.
