Recently, Xiuyan’s cross-border e-commerce has received a breakthrough in trade with Russia – the county’s first 9610 model cross-border e-commerce goods to Russia have successfully completed export customs clearance, and Xiuyan jade bracelets and other local specialty products have been successfully shipped to the Russian market relying on international logistics channels.
This landmark achievement not only successfully opened up the cross-border e-commerce B2C retail export channel from Xiuyan County to Russia, but also realized the direct supply of high-quality products from “China’s Jade Capital” to Russia, injecting strong momentum into the transformation and upgrading of the county’s foreign trade.
As an exclusive supervision model set by the General Administration of Customs for cross-border e-commerce retail general exports, the 9610 model relies on the core advantages of “list verification and summary declaration” to accurately adapt to the needs of small batches and multi-batch cross-border trade.
This model was successfully implemented in Xiuyan under the guidance and help of Anshan Customs. It is not only an important measure for Xiuyan to actively seize the development trend of cross-border e-commerce and cultivate new growth points of foreign trade, but also a vivid practice for the county to deepen its opening to the outside world and promote the deep integration of “industry + e-commerce”.
Relying on this model, the customs clearance process of enterprises has been greatly simplified and the logistics timeliness has been significantly improved. It not only effectively reduces operating costs, but also speeds up the efficiency of capital withdrawal with the help of export tax rebate policies, clears obstacles for small, medium and micro enterprises to “sail overseas”, and helps Xiuyan’s specialty products connect to the global market more efficiently and conveniently.

The successful implementation of the first 9610 model business has provided valuable practical experience that can be replicated and promoted for the digital transformation of Xiuyan jade, edible fungi, tussah and other traditional advantageous industries in the county, and has also set a benchmark for more local companies to develop cross-border e-commerce tracks.
