On February 9, the Ministry of Finance, the General Administration of Customs, and the State Administration of Taxation published the “Announcement on Preferential Tax Policies for Returned Goods Exported by Cross-Border E-Commerce” (hereinafter referred to as the “Announcement”), which brought good news for cross-border e-commerce companies.
The “Announcement” clearly extends the preferential tax policy for cross-border e-commerce exports and returned goods for two years until the end of 2027.
The relevant person in charge of the Tariff Department of the Ministry of Finance pointed out that the “Announcement” continues to implement preferential tax policies for cross-border e-commerce export return goods. Its purpose is very clear, aiming to further reduce the export return costs of cross-border e-commerce enterprises, reduce enterprises’ worries, and actively support the development of new foreign trade formats.
In the development process of cross-border e-commerce, export returns are an inevitable link, and the continuation of preferential tax policies will undoubtedly reduce the burden on enterprises and allow them to expand overseas markets with more peace of mind.

From a global market perspective, cross-border e-commerce is booming.
Huayuan Securities recently released a research report stating that according to PrecedenceRESEARCH data, the global cross-border e-commerce market will be US$551.23 billion in 2025 and is expected to increase from US$636.34 billion in 2026 to approximately US$2 trillion in 2034, with a compound annual growth rate of 15.44%.
Such a high growth rate shows the huge development potential of the global cross-border e-commerce market.
my country’s cross-border e-commerce market is also developing rapidly.
With the rapid expansion of my country’s cross-border e-commerce market, the role of new cross-border e-commerce formats in promoting the high-quality development of traditional foreign trade has become increasingly obvious.
According to data from the e-commerce research center of NetEase, China’s cross-border e-commerce market size will be 17.66 trillion yuan in 2024, with a compound growth rate of approximately 17% from 2013 to 2024.
Among them, cross-border export e-commerce occupies the majority of the market share of my country’s cross-border e-commerce market, which means that my country has an important position in the global cross-border e-commerce export field.

The continuation of preferential tax policies is a rare development opportunity for my country’s cross-border e-commerce companies.
Enterprises can use this policy to more boldly develop overseas markets and improve the competitiveness of their products.
At the same time, it will also help my country’s cross-border e-commerce industry to further standardize and improve, and promote the development of new foreign trade formats in a higher-quality direction.
Against the background of the rapid growth of the global cross-border e-commerce market, my country’s cross-border e-commerce companies are expected to take advantage of this policy to achieve better results on the international stage and sell more Chinese goods to the world.
