The European Union cancels tax exemption for small packages, and cross-border e-commerce needs to use ERP to reconstruct its profit model

2026年7月1日起,欧盟取消150欧元小包免税政策,全球跨境电商“低价直邮时代”落幕。中国跨境企业需全面重构商业模式等,外贸ERP可助力企业转型。

On May 29, 2026, the EU officially entered the Countdown to the cancellation of tax exemption for small parcels: starting from July 1, all cross-border parcels under 150 euros will no longer enjoy tax-free treatment; a fixed tariff of 3 euros per package will be levied during the transition period from 2026.7 to 2028.6; and a customs clearance fee of 2 euros will be added from November.
This means that SHEIN, TEMU, AliExpress and other platforms as well as small and medium-sized cross-border sellers will directly cut off 20%-30% of their small direct mail profits, and the low-customer and high-volume model is on the verge of ending.

At the same time, the United States, the United Kingdom, and Canada are also tightening their tax-free policies for small-value packages. The “low-price direct mail era” of global cross-border e-commerce has officially come to an end.
For Chinese cross-border enterprises, this is not a simple increase in costs, but a comprehensive reconstruction of business models, supply chains, pricing systems, and compliance systems.
In this drastic change, Sellers without digital system support will most likely be eliminated; while companies that make good use of foreign trade ERP will quickly complete transformation and seize new opportunities.

First of all, Transparency and refinement of tariff costs are the prerequisite for survival.
After the EU’s new small package regulations, every product must be calculated with tariffs, customs clearance fees, VAT, and logistics fees. Different HS codes, different weights, and different destinations have different rates. Manual calculations are simply impossible, let alone accurate pricing.
The foreign trade ERP has built-in intelligent matching of the latest EU tariff rules and HS codes. Enter product information to automatically calculate tariffs, customs clearance fees, and comprehensive costs. Generate SKU-level profit statements in real time, allowing sellers to quickly determine which products can be retained and which must be eliminated.
After using it, many sellers have found that in the past, they relied on feeling to set prices, but now they rely on data to make decisions. Profit transparency has increased by 80%, and invalid SKUs have been reduced by 50%.

Secondly, the logistics model must shift from “small package direct mail” to “overseas warehouse + batch shipping”, otherwise the cost will not be affordable at all.
However, multi-warehouse management, inventory synchronization, replenishment prediction, and logistics price comparison cannot be handled manually: domestic warehouses, EU warehouses, and in-transit inventory data are inconsistent, and they are either out of stock or overstocked; there are many logistics channels, prices are chaotic, and profits will be lost directly if you choose the wrong channel.
Foreign trade ERPsupports unified management of multiple warehouses, multi-platforms, and multiple logistics channels, synchronizes global inventory in real time, AI intelligently predicts sales, and automatically generates replenishment suggestions; it also connects with 500+ logistics providers, automatically compares prices, and recommends optimal solutions, which can reduce logistics costs by 15%-20%.
From “small packages flying all over the sky” to “batch shipping + local fulfillment”, foreign trade ERP makes the supply chain transformation of cross-border enterprises controllable and efficient.

Third, Compliance risks have increased unprecedentedly, and low declaration, split orders, and gray customs clearance are no longer feasible.
Under the new EU regulations, the platform is recognized as an importer and bears joint and several liability; customs data, platform data, and tax data are fully integrated, and low-level declarations can be accurately checked. The consequences will be goods deductions, fines, account closures, and impact on corporate credit reporting.
Foreign trade ERP Built-in EU IOSS, VAT, EPR, REACH and other compliance rules automatically generates compliance declaration data to eliminate low declaration risks; at the same time completely records product compliance files, supplier qualifications, and certification documents to respond to customs inspections at any time, allowing enterprises to shift from “gray wandering” to “pure white compliance” and avoid the risk of returning to zero overnight.

Fourth, the market structure and product structure must be upgraded: reduce low customer orders, focus on high added value, and diversify the market.
After the EU small package profits have been squeezed, low-priced products below 10 euros are basically unprofitable; companies must turn to high-customer, high-profit, differentiated products, and at the same time explore markets with more friendly tariff policies such as Southeast Asia, the Middle East, and Latin America.
But with multi-market, multi-category, and multi-platform operations, the data is more complex and decision-making is more difficult.
Foreign trade ERPProvides multi-dimensional data analysis: analyzes sales volume, profit, and turnover rate by country, platform, category, and SKU, quickly identifies high-profit markets and popular products, eliminates inefficient businesses, and allows corporate resources to be concentrated where they can make money.

To summarize, the EU’s cancellation of small package tax exemption in 2026 is a watershed event for the cross-border e-commerce industry: the old model dies and the new model is born; extensive operation dies and refined operation is born; there is no digitalization and digitalization is alive.
With the four major capabilities of intelligent tariff accounting, multi-warehouse supply chain management, full-link compliance risk control, and AI data decision-making, foreign trade ERP is helping countless cross-border enterprises to quickly transform, control costs, avoid risks, and reconstruct profits.

The competition in cross-border e-commerce in the future will no longer be a price war, but a digital capability war, a compliance war, and a supply chain resilience war.
Choosing the right foreign trade ERP means choosing to seize the opportunity in the changing situation, grow steadily in compliance, and continue to make profits in the global market.
