A few days ago, Qingdao Customs and Jinan Customs released data. In the first four months of this year, Shandong Province’s import and export reached 1.17 trillion yuan, a year-on-year increase of 3.6%.
Looking at the main export commodities, the exports of the “three new items” grew rapidly, with export value reaching 4.74 billion yuan, an increase of 40.5%.
Among them, the export of electric vehicles was 2.69 billion yuan, an increase of 28.2%; the export of lithium-ion batteries was 1.13 billion yuan, an increase of 35.2%; the export of photovoltaic products was 920 million yuan, an increase of 108.3%.
Shandong is the only province in the north that has fully equipped the four main materials of lithium batteries, namely positive and negative electrodes, electrolytes, and separators. Dongying electrolyte solvents account for more than 40% of the global market. Zaozhuang lithium battery industry cluster and Jining Ningde Times Northern Base have launched mass production. The province is self-sufficient in raw materials and reduces production costs by more than 30%.
In 2025, the scale of Shandong’s lithium battery industry will exceed 120 billion yuan, and the concentrated release of leading production capacity will directly support export growth.
At the same time, with the stable mass production of Jinan BYD and Zibo Geely’s new energy vehicle bases, the new energy vehicle production capacity has been put into production. This not only forms a perfect closed loop with the aforementioned lithium battery industry chain, but also forms a unique export category of commercial vehicles and new energy pickup trucks, and the simultaneous export of complete vehicles and supporting parts to overseas markets, driving the steady growth of new energy vehicle exports.

In short, relying on Shandong’s complete chemical industry base, the cost advantage of the entire industry chain is the key to the continued accumulation of overseas orders in Shandong.
It is worth noting that Shandong has always listed promoting the growth of the “three new items” as one of its key tasks.
The Shandong Provincial Department of Commerce has made great efforts in policy promotion, market development, and enterprise cultivation to provide strong support for the development and export of the “Three New Products” and cross-border e-commerce.
First of all, policy documents such as the “Shandong Province Cross-border E-commerce Leap Development Action Plan”, “Several Measures to Promote the Development of Cross-Border E-commerce and Cultivate New Motive Force for Foreign Trade Growth” and “Several Measures to Promote the Export of “Three New Things”” have been issued to strengthen the top-level design for the development of cross-border e-commerce and the “Three New Things”.
Secondly, through the provincial-level cross-border e-commerce subject cultivation project, more than 300 companies with actual results have been incubated since 2023, playing a good demonstration and leading role; at the same time, through measures such as cultivating and strengthening the second-hand car export subject team and promoting the cultivation of leading photovoltaic companies, the cultivation of “new three types” export companies has been increased.
Finally, Shandong has also held the Shandong Cross-border E-commerce Ecological Conference, the China (Shandong) Cross-border E-commerce Trade Expo, and the Yellow River Basin Cross-border E-commerce Expo for many consecutive years, gathering various service resources for cross-border e-commerce, building a platform for investment exchange and cooperation in the field of cross-border e-commerce, and helping “three new” enterprises to develop markets.
With the in-depth implementation of the international market development plan of “Thousands of Enterprises Going to the Sea and Shandong Trade Global”, the Shandong Provincial Department of Commerce has also actively organized enterprises to participate in new energy exhibitions in Germany, Mexico, Brazil, Indonesia and other countries, promoting enterprises to expand their market share in the European Union, Eastern Europe, ASEAN, South America and other countries.
Deeply integrate into the joint construction of the “Belt and Road”, coordinate the two resources of the international and domestic markets, implement the “chain” project of foreign investment, engineering business chain and industrial chain, supply chain, and financial chain, and continuously promote the expansion of the export scale including the “three new items”.
