Since April this year, my country has comprehensively promoted the return of cross-border e-commerce retail export goods across customs zones. This initiative has brought new development opportunities to the cross-border e-commerce industry.
According to preliminary estimates, in the first quarter of this year, my country’s cross-border e-commerce import and export volume was 618.46 billion yuan, of which exports were 473.55 billion yuan and imports were 144.91 billion yuan.
On April 14, Lu Daliang, spokesman for the General Administration of Customs and director of the Statistics and Analysis Department, announced the above data at a press conference held by the State Council Information Office.
He said that my country’s cross-border e-commerce statistical survey is carried out every six months, and official data is released in May and October. This time, preliminary estimates for the first quarter are provided.
This year’s “Government Work Report” has made arrangements to promote the standardized and orderly development of cross-border e-commerce. The customs has carefully implemented the implementation and has mainly done three aspects of work.

First of all, based on the previous pilot, since April 1 this year
Starting today, the cross-customs area return model for cross-border e-commerce retail exports has been fully promoted by customs across the country.
Under this business model, when cross-border e-commerce companies return their retail export goods overseas, they can flexibly choose any port across the country to handle the return and entry procedures, effectively solving the industry pain point of difficult returns.
This move not only facilitates enterprises, but also helps improve the overall competitiveness of my country’s cross-border e-commerce.
Secondly, innovation supports the “TIR + cross-border e-commerce” logistics model, TIR is the Convention on International Road Transport.
Goods transported by TIR do not need to be repeatedly inspected or changed vehicles for reloading throughout the entire process in the contracting country, which can significantly reduce transportation time and logistics costs, making it more convenient for e-commerce goods to enter thousands of households at home and abroad.
This innovative model provides a more efficient and convenient solution for cross-border e-commerce logistics and helps promote the further development of cross-border e-commerce.

In addition, the General Administration of Customs and e-commerce platforms have jointly created a “front-loaded supervision warehouse” to preload customs supervision into the production operations of enterprises.
This can not only achieve effective supervision, but also greatly reduce the customs clearance time and logistics costs of cross-border e-commerce companies, achieving both improvement in supervision effectiveness and logistics efficiency.
Through the pre-supervised warehouse, the customs can supervise the goods in advance, reduce the time the goods stay at the port, improve customs clearance efficiency, and also reduce the logistics costs of enterprises.
The implementation of these measures will help promote the standardized and orderly development of my country’s cross-border e-commerce industry and further enhance the competitiveness of my country’s cross-border e-commerce in the global market.
With the continuous development of cross-border e-commerce, my country’s products will go more widely to the world, bringing more choices and convenience to global consumers.
