Hezhou takes multiple measures to promote high-quality development of foreign trade

2026年1至5月,贺州市外贸进出口额同比大幅增长,跨境电商交易额增长显著。各级部门积极作为,实施多项举措,助力企业开拓国际市场,取得亮眼成效。

From January to May 2026, Hezhou’s foreign trade import and export volume increased by 94.2% year-on-year, of which cross-border e-commerce transaction volume increased by 1,679.2% compared with the same period last year, accounting for 54.89% of the city’s total foreign trade import and export volume, demonstrating the strong resilience of Hezhou’s foreign trade.

Behind the eye-catching data is the effectiveness of various departments at all levels in Hezhou in adapting to the complex external environment and actively acting in a series of effective measures such as deepening opening to the outside world, cultivating new growth points, and optimizing services.

Busy scenes of workers in the production workshop of Huacai Modern Agriculture

Recently, walking into the production workshop of Guangxi Hezhou Huacai Modern Agriculture Co., Ltd. (hereinafter referred to as “Huacai Modern Agriculture”), workers were busy cleaning, peeling, cutting and packaging taro.
“The main products our company currently processes include taro, sweet potatoes, water chestnuts, lotus roots, and broccoli. Currently, foreign trade sales account for more than 65% of the company’s total sales.” Liang Tianle, general manager of Huacai Modern Agriculture, spoke with confidence.
This company, which is deeply involved in the field of agricultural product processing, is becoming one of the “main forces” in the export of agricultural and sideline products in Hezhou.

“The most difficult thing for companies to ‘go global’ is often not the product itself, but the various hurdles and problems encountered in cross-border operations.” Liang Tianle said with deep emotion, “The recent rise in crude oil prices has led to an increase in the cost of our overseas transportation and logistics. The Hezhou Municipal Commerce Bureau took the initiative to contact us to help us coordinate and reduce foreign trade costs, making our company more confident in expanding overseas business.”

Stabilizing foreign trade and expanding volume has always been one of the focuses of Hezhou’s business work.
Since this year, Hezhou City has focused on the needs of enterprises, optimized service measures, continuously improved the foreign trade development ecology, and escorted enterprises to explore the international market.
In terms of policy implementation, Hezhou City fully implements policies such as national export tax rebates and special funds for stable growth of foreign trade, simplifies the declaration process, improves the efficiency of fund allocation, and allows enterprises to enjoy policy dividends in a timely manner. It cooperates with the customs to promote models such as “advance declaration” and “two-step declaration” to shorten customs clearance time, reduce enterprise logistics costs, and make enterprises more worry-free and more efficient.

Customs staff supervise edible oats

Guangxi Hezhou Ximai Biological Food Co., Ltd. is one of the enterprises benefiting from the policy dividend.
In April this year, a batch of container trucks loaded with oats imported from Australia drove out from the Lijiazhuang Terminal of Wuzhou Customs and successfully entered the designated processing plant for imported grains of Hezhou Customs, marking the official launch of Guangxi’s first batch of imported (edible) oats with conditional withdrawal and collaborative supervision business in Hezhou.

“In the past, imported edible oats could not be removed in advance. They had to wait for the laboratory test results in the port supervision area before they could be released. The sampling and inspection cycle was long, which had a great impact on the continuous production of the factory.” The person in charge of the company said, “After the customs learned about our difficulties, they tailored this supervision plan, which not only helped us reduce the customs clearance time and cost of imported oats, but also eased operations.
The pressure gives us more confidence to expand the market and become bigger and stronger.”

Huang Jiangqi, deputy chief of the Hezhou Customs Supervision Section, said that since this year, Hezhou Customs has strictly implemented the “one-on-one” service assistance mechanism for key foreign trade enterprises in Nanning Customs, proactively visited imported oat enterprises, extensively collected opinions and suggestions, and accurately solved the problems encountered by enterprises in the import of raw materials and subsequent disposal.
In view of the congestion points such as the large number of items to be submitted for inspection of imported edible oats and the long testing cycle, the customs took the initiative and actively sought policy support from the General Administration of Customs, and finally formulated a collaborative supervision plan for conditional withdrawal of imported edible oats.

Guangxi’s conditional withdrawal of imported (edible) oats from the collaborative supervision business has achieved a “zero breakthrough”, which is the result of Hezhou City’s precise policies and targeted efforts.
For key foreign trade enterprises, the Hezhou Commerce Department has established a “one-to-one” assistance mechanism, assigning dedicated personnel to be responsible for docking, regularly conducting in-depth enterprise visits and surveys, understanding the production and operation conditions and difficult problems faced, and forming a demand list and problem ledger.
