“Deep sea technology” was written into the government work report for the first time and listed as a strategic emerging industry. “Implementation of deep sea engineering” was written into the outline of the “15th Five-Year Plan”. Deep sea mining robots, as the core equipment of deep sea engineering, have gained unprecedented policy positioning.
From the Central Economic Work Conference to the National Two Sessions, marine economy and deep-sea science and technology have been repeatedly emphasized as important directions for cultivating new productive forces.
The Ministry of Natural Resources has made it clear that it will vigorously develop emerging industries such as deep-sea equipment.
The policy system is increasingly improving from top-level strategy to industrial deployment, providing the industry with deterministic development expectations and sustainable resource guarantees.

my country’s global leadership in the new energy vehicle and power battery industry chain determines the long-term strong demand for key minerals such as nickel, cobalt, and copper.
As land resource constraints tighten and supply chain security demands overlap, the strategic alternative value of deep-sea minerals becomes increasingly prominent.
The potential economic value of deep-sea polymetallic nodules, cobalt-rich crusts, rare earth mud and other resources is huge, providing a broad long-term market space for deep-sea mining robots.
The successful operation of commercial demonstration projects will further release demand potential and form a positive cycle.
Deep-sea mining robots refer to intelligent underwater equipment systems used for seabed mineral resource exploration, collection and mining operations. They are the core operating carrier of deep-sea mining projects.
According to relevant definitions, deep-sea mining activities cover the three main links of exploration, mining and processing. Deep-sea mining robots mainly undertake key tasks in the exploration and mining links.
From the perspective of product types, deep-sea mining robots mainly include seabed mining vehicles (also known as mining machines), remote-controlled underwater robots (ROV), autonomous underwater robots (AUV), and hybrid seabed robots.
Seabed mining vehicles are heavy equipment that directly contacts the seabed for cutting, collecting and transporting minerals. They usually use crawler or screw-propelled traveling mechanisms.
The remote-controlled underwater robot is connected to the surface mother ship through an umbilical cable and is controlled in real time by the operator, with high-precision operation capabilities.
Autonomous underwater robots rely on preset programs and intelligent decision-making systems to achieve unmanned and autonomous operations.
Hybrid undersea robots incorporate multiple motion modes, such as a composite configuration combining quad-rotor and crawler tracks, to adapt to complex undersea terrain.

From the perspective of technology integration, deep-sea mining robots integrate multiple technical fields such as autonomous navigation and positioning technology, power drive technology, perception and detection technology, communication transmission technology, and intelligent control and decision-making technology.
The operating environment has extreme characteristics such as high pressure, low temperature, darkness, and strong corrosion, which places extremely stringent requirements on the materials, structure, sealing, energy, communications, and other aspects of the equipment.
The strategic value of deep-sea mining robots is reflected in the two dimensions of resource security and technological competition.
From the perspective of resource security, my country is the world’s largest producer of new energy vehicles and power batteries. It has strong demand for key minerals such as nickel, cobalt, and copper. There are structural shortcomings in the supply of land resources, and the strategic substitution value of deep-sea minerals has become increasingly prominent.
In terms of technological competition, the government work report has repeatedly emphasized the importance of deep-sea technology, listed it as a key area of strategic emerging industries, and clearly required the promotion of its safe and healthy development.
As the core equipment of deep-sea engineering, deep-sea mining robots’ level of autonomy and intelligence are directly related to my country’s strategic initiative and international voice in the field of deep-sea resource development.
The deep-sea mining robot industry chain can be divided into three levels from top to bottom.
The upstream is the supply link of raw materials and core components, the midstream is the system integration and equipment manufacturing link, and the downstream is the deep sea mineral resource exploration and mining operation link.
The technical level of the upstream link directly determines the operating depth, endurance and reliability of the deep-sea mining robot; the midstream link is the core to achieve technology integration and productization; the market demand of the downstream link is the fundamental driving force for the development of the industrial chain.
The core factors driving the development of the deep-sea mining robot industry include energy transformation driving continued growth in demand for key minerals, technological progress driving continuous improvement in commercial feasibility, increasing policies to build a strategic support system, AI empowerment opening up new paths for technological leaps, and international rule windows giving first-mover advantage opportunities, etc.
Although the deep-sea mining robot industry has broad prospects, it also faces some challenges, such as technical reliability problems in extreme environments, environmental and regulatory challenges, high capital investment and long return cycles, and uncertainty in international regulations.
However, with the continuous advancement of technology and continued policy support, deep-sea mining robots are expected to be commercialized in the future and make important contributions to my country’s resource security and technological development.
