Zhengzhou focuses on upgrading the cross-border e-commerce industry and has launched three important achievements.

On December 28, 2025, at an industry exchange event focused on the implementation of the cross-border e-commerce ecosystem in Zhengzhou, Zhengzhou City and its partner organizations unveiled three initiatives—including a cross-border e-commerce ecosystem platform and talent support policies—to drive the upgrading of the cross-border e-commerce industry.

On December 28, 2025, at the 2025 Zhengzhou Cross-border E-commerce Ecosystem Implementation Industry Exchange Activity, Zhengzhou City and relevant partner organizations jointly launched three achievements: a cross-border e-commerce ecosystem platform, cross-border e-commerce talent support policies, and others, to jointly promote the upgrading of the cross-border e-commerce industry. Regarding B2B platforms, the K100 B2B supply chain platform, led by the Shenzhen Cross-border E-commerce Association, will become a new engine to help manufacturing enterprises in Zhengzhou and the Central Plains region expand into the global market. Relying on cooperation with mainstream international channels such as Walmart and Amazon, the platform builds a one-stop service ecosystem covering logistics, payment, and intellectual property, aiming to solve the pain points currently faced by cross-border e-commerce B2B exports, such as high tax compliance costs, fragmented marketing and customer acquisition, delayed supply chain response, and limited capital repatriation. According to Jiang Fan, the platform’s head, it has innovatively proposed a “Central Plains Industries Going Global Together” strategy. Focusing on Zhengzhou’s six key industrial clusters—auto parts and new energy vehicles, textiles and apparel, new materials and machinery, modern food, refractory materials, and amusement equipment—the platform achieves efficient collaboration across the upstream and downstream of the industrial chain through a “four-flow integration” mechanism (commerce, logistics, information, and capital flow). For example, in the modern food sector, it has facilitated the global reach of intangible cultural heritage products such as “Grandma’s Sauce” through cross-border e-commerce and fostered six key enterprises with annual output exceeding 100 million yuan. The platform also emphasizes a strategic upgrade from “OEM thinking” to “brand thinking,” guiding enterprises to focus on technology-intensive product categories. Through AI empowerment, customer profiling, and global data integration, it helps enterprises accurately target overseas vertical markets, achieving a leap from “selling products” to “building brands.” The Zhengzhou Cross-border E-commerce Ecosystem Service Platform, launched concurrently, focuses on four service areas: policy, finance, supply and demand, and talent. Its goal is to become a “cross-border e-commerce big data service center, a cross-border e-commerce innovation and entrepreneurship incubation center, a global cross-border e-commerce commodity distribution center, and a cross-border e-commerce innovation demonstration highland.” Su Wenjie, Party Secretary and Chairman of Zhengzhou Digital Intelligence Technology Group, explained that the first phase of the platform has been launched for trial operation, offering core functions such as financial services, trade analysis, and education and training. Enterprises can obtain the information they need through the platform. For example, a wig exporting company can accurately identify high-demand countries such as the United States, Brazil, and Nigeria, and generate in-depth reports including tariff policies, consumer profiles, and logistics costs, improving decision-making efficiency. In terms of policy services, the platform introduces an AI-powered “policy calculator” and “intelligent shopkeeper” to achieve “application-free access”—after enterprises complete real-name authentication, the system automatically matches eligible projects, transforming “people searching for policies” into “policies finding people.” The financial services zone collaborates with financial institutions to provide export loans, tax refund loans, and credit financing products, enabling online applications, intelligent risk control, and rapid loan disbursement based on real trade data, alleviating the financing difficulties of SMEs. Furthermore, the platform has integrated with government systems such as “Qinqing Online” and “Zhenghaorong,” and accessed resources from leading institutions such as China Export & Credit Insurance Corporation, Dun & Bradstreet, Alibaba International Station, and AliExpress, initially forming a digital service ecosystem of government-enterprise collaboration and multi-party cooperation to help enterprises reduce costs and increase efficiency. For industry to develop, talent is fundamental. At the event, Wang Tao, Vice Mayor of Zhengzhou Municipal Government, released “Several Measures on Strengthening the Construction of Cross-border E-commerce Talent Teams,” which includes 10 specific measures. For example, Zhengzhou will leverage institutions such as Zhengzhou Technician College and Zhengzhou Finance and Taxation Vocational College to accelerate the construction of the Central Plains International Cross-border E-commerce Industry College. Adopting a “classroom + workplace” model, it will specifically cultivate new business talents with digital operation and supply chain integration capabilities; 500 people have already been trained. Zhengzhou plans to collaborate with the Shenzhen Cross-border E-commerce Association and universities in Zhengzhou over the next 3 to 5 years to cultivate 100,000 cross-border e-commerce talents and explore the establishment of a full-cycle talent certification system covering entry-level, intermediate, and advanced levels, implementing unified certification. Simultaneously, Zhengzhou will encourage cross-border e-commerce enterprises to attract and cultivate outstanding high-end talents, breaking down restrictions based on academic qualifications, experience, and awards. High-end cross-border e-commerce talents will be included in the high-level talent certification system, with quotas allocated for talent authorization certification for cross-border e-commerce enterprises. Enterprises will be allowed to conduct independent assessments, and after registration, they will enjoy service guarantees such as first-time home purchase subsidies, medical care, children’s education, and spousal relocation. In light of the relatively small size of cross-border e-commerce enterprises in industries such as high-end equipment, smart terminals, and electronic information, and the need for focused support in the identification of key industry talents, Wang Tao stated that Zhengzhou will establish a dedicated channel for the identification of key industry talents in cross-border e-commerce, providing preferential support to key areas and enterprises. Successful applicants will receive a reward of 50,000 to 100,000 yuan, aiming to help cross-border e-commerce enterprises better attract and retain key industry talents. This event, jointly organized by the Zhengzhou Municipal Bureau of Commerce and the Shenzhen Cross-border E-commerce Association, focused on two core aspects: “ecosystem building” and “industry implementation,” aiming to promote the establishment of regional headquarters or functional institutions of cross-border e-commerce platforms, brand sellers, and high-end service providers in Zhengzhou, thus helping local enterprises overcome the challenges of “going global.”
