Yunnan has introduced a policy to stabilize foreign trade in 2026 to promote high-quality development of an open economy

The Yunnan Provincial Department of Commerce recently issued the first batch of enterprise support policies for 2026. Covering various aspects of foreign trade, these policies aim to address weaknesses, leverage strengths, and accelerate the high-quality development of an open economy.

A few days ago, the Yunnan Provincial Department of Commerce officially issued the first batch of enterprise-related support policies in 2026 focusing on the stabilization and improvement of foreign trade, covering many aspects such as promoting the stabilization and improvement of foreign trade, international market development, export credit insurance, etc., and strives to use policy empowerment to make up for shortcomings, strengthen advantages, and accelerate the high-quality development of an open economy.

According to reports, in 2025, the Yunnan Provincial Department of Commerce will take the special action to strengthen the foundation of industry and trade as the starting point, and establish the “Policy for Promoting Stable Advancement and Quality Improvement of Foreign Trade” as the guide to build “1
+ N + 1” policy system.
After one year of implementation and follow-up evaluation, 95% of enterprises believe that the policy has a promotional effect, that support methods such as financial subsidies meet the needs of enterprises, and that it has a significant positive effect on foreign trade business.
In 2025, the province’s total import and export volume will be 273.74 billion yuan, an increase of 10.2%, which is 6.4 percentage points higher than the national level, and the growth rate will be 14.1 percentage points faster than in 2024.

On this basis, Yunnan Province will comprehensively improve the “1 + N + 1” policy support system in 2026. Recently, it has officially issued 3 enterprise-related support policies. Among them, the policy to promote the steady progress and quality improvement of foreign trade (the first batch) involves 35 policies such as foreign trade, border trade, new business formats and air cargo, the international market development policy involves 12 policies such as supporting enterprises to participate in overseas exhibitions and conferences, and the export credit insurance policy involves 6 policies including supporting enterprises to reduce comprehensive credit insurance costs.

This year’s policy insists on expanding coverage and improving efficiency, fully retaining the mature and effective policies in 2025, ensuring policy continuity and stabilizing corporate development expectations.
At the same time, we will further increase support for key trade methods and products, reduce support conditions for new business forms such as market procurement trade and cross-border e-commerce, and broaden the scope of policy support.
Preliminary estimates indicate that the number of companies benefiting from the “reduce corporate operating costs” policy is expected to increase by more than 800, and the coverage of the policy will significantly expand.

In terms of industry and trade integration, the policy focuses on the deep integration of trade and industry. By supporting enterprises to build energy and mineral product distribution centers, setting up one-stop service centers for agricultural product exports, carrying out agricultural product base registration and batch inspection pilots, “cross-border e-commerce + industrial belts”, and on-the-ground processing of border trade imported goods, the policy promotes the deep integration of the industrial chain, supply chain and trade chain, and promotes two-way efforts to upgrade industry and improve the quality of foreign trade.

At the same time, the policy highlights the dual orientation of “inclusiveness + precision”. It not only continues the inclusive policies such as international brand certification and promotion, overseas exhibition fee support, border logistics services, small, medium and micro enterprise loans and export credit insurance support, so that small, medium and micro enterprises can enjoy policy dividends; it also increases the upper limit of support for leading enterprises, optimizes the support conditions for reducing corporate operating costs, cross-border e-commerce entities, overseas warehouse operations, air cargo and other policies, taking into account the leading role of leading enterprises and the development needs of small, medium and micro enterprises.

In specific areas, there are a total of 7 policies for the development of cross-border e-commerce. On the basis of the original park, main body, overseas warehouse and other policies, support conditions, proportions and gradients have been optimized, and 3 new policies have been added: talent cultivation, ecosystem construction and “cross-border e-commerce + industrial belt”.
There are a total of 5 market procurement trade items, the same as last year’s 4 items, with new market procurement trade pilots and cost support for cargo organizers.
There are 2 items in the coordinated development of air cargo and foreign trade, continuing the original direction, increasing the proportion of support for international all-cargo aircraft operators and the upper limit of support for air trade enterprises, focusing on strengthening the coordinated development of air transport capacity and foreign trade for South Asia and Southeast Asia.

There are 10 border trade development policies in total, which will increase support from five aspects: reducing enterprise operating costs, improving the international competitiveness of enterprises, improving the capabilities of border residents, developing industries in border areas, and strengthening the construction of border trade trading markets.
The foreign trade policy focuses on the four major directions of continuing to reduce enterprise operating costs, focusing on supporting export-oriented industries to improve quality, focusing on reducing the financing costs of foreign trade enterprises, and fully improving the international competitiveness of enterprises. It provides cost support for general trade, processing trade, cross-border e-commerce and other trade modes, as well as green aluminum, silicon photovoltaics, phosphorus chemicals and other key commodities in customs declaration and inspection, logistics and transportation, warehousing and other aspects.

In addition, in response to the 2026 international market development policy, Yunnan continues to provide accommodation, transportation, booth and other cost support for enterprises to “go abroad” to participate in exhibitions, visit exhibitions, participate in promotion meetings and other activities, add new exhibit transportation, raw space rental and construction cost support, and lower the reward threshold for third-party organizations to take the lead in participating in exhibitions, further helping enterprises to reduce exhibition costs.

The relevant person in charge of the Yunnan Provincial Department of Commerce stated that this year’s policy adheres to the leading idea of “no subtraction”, strengthens compliance orientation, and guides enterprises to transform from “short-term operations” to “long-term layout” and from “scale expansion” to “quality improvement”, so that enterprises can truly take root in Yunnan, deeply explore the market, strengthen trade, and achieve sustainable and healthy development.
The Yunnan Provincial Department of Commerce will issue policy application guidelines in April, covering the application process, application materials, application conditions, policy implementation and other elements. It will also successively introduce a series of special policies based on the development demands of enterprises and the current status of industrial development.
