With the implementation of the new export tax rebate policy in 2026, foreign trade companies will face new challenges and opportunities

2026年6月1日,新版出口退税管理办法全面落地,标志我国出口退税进入新阶段。新政全流程重构,对企业影响深远,讯客外贸ERP助力企业应对新政。

On June 1, 2026, the new version of the “Measures for the Administration of Value-Added Tax and Consumption Tax Refunds (Exemptions) for Export Businesses” (State Administration of Taxation Announcement No. 5 at the end of 2026) was officially implemented, replacing the Announcement No. 24 of 2012 that had been in use for more than ten years, marking the new stage of my country’s export tax refund from “dispersed and multiple regulations” to “unified codification, full digitalization, strong compliance and strict risk control”.

Picture 1

This new policy is not a partial patch, but a reconstruction of the entire process: the seven major links of filing, declaration, documentation, review, certification, risk, and inspection have been upgraded simultaneously. It will have a profound impact on high-growth tracks such as small and medium-sized foreign trade, production-oriented exports, cross-border e-commerce, and mechanical and electrical new energy.
Combined with the current background of foreign trade increasing by 14.9% year-on-year in the first four months and strong export momentum, tax refund efficiency and compliance capabilities directly determine the company’s capital turnover speed and order-taking capabilities.

The core of the New Deal is reflected in unification, simplification, strict management, and strong data.
Filing is “one form for all”. The original 5 forms are simplified into one universal filing form, and the filing efficiency is increased by more than 55%; however, filing first and then refunding has become a hard red line, and no unregistered business is allowed to be declared.
Declaration will be fully electronic, a large number of paper materials will be eliminated, and the consistency of electronic data will be emphasized; invoices, customs declarations, contracts, and logistics documents must match the four documents and have the same source of data.
The pace of tax refunds is accelerated but the review is stricter. Relying on the fourth phase of the Golden Tax + customs data sharing, intelligent review and second-level warnings are provided. Wrong invoices, inconsistent coding, differences in amounts, and inconsistent product names will directly trigger manual verification, and in serious cases, tax refund qualifications will be suspended.
Cross-border e-commerce, overseas warehouses, and 9810/9710 are specifically designated to provide tax refund upon departure and verification after sale; document filing is more flexible, but retention responsibilities are heavier.
At the same time, false openings, affiliations, and paid exports are prohibited, and there is zero tolerance for “self-operated names, substantive sales,” and other behaviors. In serious cases, tax refund rights will be suspended.

After the implementation of the New Deal, a large number of companies immediately exposed three major pain points.
Matching is difficult. One invoice corresponds to multiple customs declarations and orders. Manual verification is slow and the mismatch rate is high, which can easily trigger doubts. Compliance insurance means that if the product name, code, quantity, unit price, amount, foreign exchange collection, and tax refund standards are inconsistent, tax refunds may not be possible or even be pursued. Funds are tight. Exports increased sharply in the first four months, which occupies a large amount of funds. The tax refund cycle is lengthened or refunded, which directly affects cash flow and production expansion plans.
The traditional Excel + manual errand-running method is no longer sustainable in the New Deal environment of “strong data verification, full traces, and early warning of exceptions.”
Enterprises must either digitally upgrade or bear the passive situation of high risks, high costs, and slow tax refunds.

Xunke Foreign Trade ERP is in-depth integrated with this new tax refund policy, and has made “policy adaptation, automatic matching, one-click declaration, risk pre-emption, and full traceability” into a standardized module to help enterprises switch smoothly on June 1 without reducing efficiency or stepping on the trap.
The new policies are automatically adapted and registration is completed with one click. The system has built-in the latest rules of Announcements No. 5 and 11 of 2026, and automatically updates the tax refund rate, product code library, and registration forms; enterprises fill in basic information online, automatically generate standard registration forms, and directly connect to the electronic tax bureau to avoid manual form-filling errors, missing items, and overdue items.
Intelligent matching of four orders completely bids farewell to manual reconciliation. It automatically synchronizes customs declarations, VAT invoices, sales contracts, and logistics documents, and automatically matches according to “contract number + order number + material number + quantity amount”; supports one invoice to automatically split and apportion multiple customs declarations, generates traceable details, and provides real-time warnings for mismatches, omissions, and coding inconsistencies, eliminating the risk of tax refunds from the source.
The entire declaration process is automated, and the cycle is compressed by 70%+. From data collection, verification, generation of declaration data, one-click tax submission, to tax refund progress tracking and payment reminders, the entire process is online; the declaration cycle is shortened from the traditional 5-7 days to 1-2 days, the manual workload is reduced by more than 60%, and the financial personnel are transformed from “reconciliators” to “risk control and analysis” roles.
For cross-border e-commerce/overseas warehouse special solutions, the system supports departure pre-tax refund + post-sale supplementary verification process; it automatically collects overseas warehouse ordering receipts, logistics vouchers, and sales ledgers to meet the filing and retention requirements of the New Deal, and helps cross-border e-commerce enjoy policy dividends.
Full-process traces + audit traceability, worry-free audits, all operations, data changes, matching records, and declaration logs are traced throughout the entire chain; it supports one-click export of tax reference information packages, complete closed loop of contracts, invoices, customs declarations, logistics, foreign exchange collection, and tax refund records, and can quickly provide evidence during audits to reduce compliance costs.

In terms of implementation suggestions, companies that have not completed the tax refund filing must complete the electronic filing through Xunke Foreign Trade ERP before June 1 to avoid business freeze; conduct a comprehensive matching and verification of invoices, customs declarations, and contracts in the past three months to clean up coding errors, inconsistent product names, and amount differences; “match first, then invoice, then declare customs, and then declare.”
Solidify it into a standard process, use the system to enforce constraints, and reduce human intervention; finance, business, and customs affairs uniformly grasp the key points of the new policy and system operations to ensure smooth declaration.

The new tax refund policy on June 1, 2026 is not a “trouble”, but a watershed for the reshuffle and upgrade of the foreign trade industry.
Companies that can quickly realize digital compliance, automate tax refunds, and pre-risk risks will seize capital and efficiency advantages in the high-growth export cycle; companies that still rely on manual labor will face the triple pressure of slow tax refunds, high risks, and rising costs.
With its deep policy adaptation + full-link automation + strong compliance and risk control, Xunke Foreign Trade ERP has become the core digital tool for the implementation of the new policy, helping foreign trade companies to achieve steady and far-reaching growth in the new cycle.
