With the implementation of the new export tax rebate policy, foreign trade companies need to recalculate costs

New export tax rebate policies officially took effect on April 1, adjusting rebate rates for numerous commodities; professionals in foreign trade and logistics need to recalculate costs and communicate with clients in advance.

Having just started, the biggest thing in the industry is the new export tax rebate policy that will be officially implemented on April 1.
This is no joke, but a real policy that affects every shipment and every profit.
Many bosses get confused when they see the documents, which are so dense that they cannot understand them.
Let me explain it clearly to you in plain English. For business people, just focus on the key points.

The core points of this adjustment are two points: First, the tax rebate rate for a large number of commodities will be directly cleared to zero. Those who used to be able to get a 13% or 9% refund now have none; second, the tax on energy storage products such as lithium batteries will be reduced step by step, first this year, and completely canceled next year.
The most affected categories of commodities are as follows:

  • The entire photovoltaic industry chain: silicon materials, silicon wafers, components, inverters, etc., tax refunds will be returned to zero directly.
  • Tax rebates will be canceled for all ceramics, glass, building materials, stone, gypsum boards, etc.
  • Tax rebates for some chemical raw materials and plastic products will be cancelled.
  • Lithium batteries and energy storage batteries: The tax rebate rate will be reduced this year and will all be canceled starting in 2027.

For those of us engaged in foreign trade and logistics, the most realistic impact is that costs have changed and quotations must be recalculated.
Customers must communicate clearly in advance. Don’t wait until customs declaration to find out that the tax refund is gone. Then the dispute will become troublesome.
Here’s a reminder: The policy is based on the date of export customs declaration. All exports on April 1 and later will be implemented according to the new policy.
Those that have been declared and released before will not be affected.

In fact, after so many years of foreign trade, policy adjustments are normal.
The country also hopes that we will stop relying on low prices and tax rebates to survive, and gradually move towards high quality and high added value.
It will be a little painful in the short term, but it will be a good thing for formal businesses in the long term.
The market situation this year is inherently complicated, with exchange rates, freight rates, and policies taking turns.
But the more this happens, the more stable it is.
Check the coding more times, calculate the cost more times, and remind customers more often, which will save you a lot of pitfalls.

Whether you are a newbie in the industry or a veteran who has been doing foreign trade for many years, you can actively communicate with each other if you are unsure about products, unsure of coding, or unable to calculate costs.
Let’s communicate together, help each other, and jointly cope with the challenges brought by this new export tax rebate policy, and strive to have a smooth year and continuous orders.
We believe that through our joint efforts, we can better adapt to policy changes, find new development opportunities in the complex foreign trade environment, and achieve sustainable development of the enterprise.
