When CBAM comes into effect in the UK in 2027, how will export companies to the UK respond to carbon tariff barriers?

英国官方确定2027年1月1日正式实施碳边境调节机制(CBAM),我国对英外贸出口准入门槛将大幅提升。本文分析了对英出口企业面临的难题,并给出破局方向。

Countdown to the launch of CBAM in the UK in 2027!
The British official has officially finalized the implementation time of the Carbon Border Adjustment Mechanism (CBAM) and determined that it will be officially launched on January 1, 2027.
By then, the UK will closely follow the EU and become another mainstream economy that comprehensively regulates the carbon emissions of imported goods.
From now on, my country’s entry threshold for foreign trade exports to the UK will also be significantly increased.

Previously, the UK only restricted carbon emissions from local factories.
Whether the carbon emissions of imported goods are too high or too low, no additional carbon-related fees are required.
After the new regulations are implemented, the scope of control will focus on the five mainstream categories of steel, aluminum, cement, fertilizers, and hydrogen energy.
Products exported to the UK related to these five categories are required to complete the carbon emission measurement of the entire production process and simultaneously submit an audit report issued by a third-party authority.
In addition, carbon emission data will be directly linked to customs clearance and tax assessment. The higher the carbon emission value, the higher the tax cost the company will bear; once the carbon data fails to pass the review, the goods will be detained by the customs, cannot be cleared normally, and may even face return shipping and fines.

The new regulations are accompanied by a buffering and burden reduction mechanism. Carbon-related fees paid by enterprises in compliance with domestic regulations can be applied for deductions according to official rules to reduce additional export costs.
At present, categories such as glass and ceramics have not been included in the first batch of control lists, and there is no need to go through carbon emission compliance procedures for the time being.
At present, the green foreign trade rules of the UK and the EU are gradually integrating, and low-carbon production and export have become the mainstream trend in the industry. Only by completing compliance preparations as soon as possible can enterprises continue to stabilize the British foreign trade market.

Enterprises exporting to the UK face three core problems.
First, carbon accounting capabilities are weak and data is difficult to meet standards.
Most export companies have long focused on production and sales, have not established a professional carbon accounting system, and lack full-process carbon emission data collection and statistical capabilities. Therefore, it is difficult to meet CBAM’s rigid requirements for accurate accounting and third-party verification.
Secondly, supply chain carbon data is disconnected, making traceability difficult.
Carbon emissions from high-carbon categories cover all aspects of raw material mining, production and processing, and cargo transportation. Therefore, the entire industry chain requires upstream and downstream enterprises to communicate and share carbon-related data.
Nowadays, many upstream suppliers lack awareness of carbon compliance. Carbon data is not only incomplete but also very scattered. If you want to straighten out the data circulation in the entire industry chain, you must rely on mature industry practical experience for overall planning and integration.
Finally, compliance costs rise and profit margins are compressed.
Carbon tariffs are calculated and levied based on actual carbon emissions, so the cost of exporting high-carbon products has increased significantly.
In addition, setting up a carbon emission accounting system, connecting with professional third-party institutions, and thoroughly understanding the overseas declaration process all take a lot of time and manpower.
Many companies engaged in foreign trade prefer to rely on local professional services that are deeply involved in the dual-carbon industry to simplify the processing steps and control compliance-related expenses within a reasonable range.

In the face of the new CBAM regulations, companies do not need to be passive and anxious, and can make early efforts from three aspects.
The first is to build a basic carbon accounting system.
Enterprises must sort out the carbon emission nodes of the entire production process, establish data ledgers, and strictly comply with international accounting standards.
Huanzhi (Shenzhen) Green Development Co., Ltd., which is deeply involved in the green and low-carbon field in the Bay Area, can rely on its own practical experience to assist companies to complete carbon footprint calculations for all categories, efficiently connect with authoritative verification channels, and make the reports fully adapted to British customs declaration requirements.
The second is to sort out supply chain carbon data.
Enterprises should give priority to suppliers with low-carbon qualifications and can provide carbon data, and gradually promote the coordinated development of upstream and downstream enterprises.
In response to the common problem of messy supply chain data in enterprises, professional customized carbon management solutions can also be used to quickly establish a clear data collection and sorting model and smoothly complete the traceability of carbon emissions throughout the chain.
The third is to fully understand the policy and declare it calmly.
Timely follow up on the latest changes in the British CBAM rules and clarify the entire process of tax accounting and domestic carbon cost deductions.
In daily operations, we should formulate reasonable carbon reduction plans based on our own production conditions, rely on professional industry service resources to avoid detours, and smoothly complete the green foreign trade transformation during the policy transition period.

There is still a relatively ample preparation period before the UK carbon border mechanism is officially implemented in 2027.
It is recommended that companies with export business to the UK complete a comprehensive carbon emissions analysis within the company as soon as possible, establish a basic carbon management system, give priority to completing carbon emission statistics of main export products, and prepare all types of required compliance information.
Once the policy is fully implemented, we will be able to skillfully complete various processes such as carbon data declaration and cost deductions to minimize the operational impact of the new regulations.
In an environment where global green trade is constantly upgrading, completing carbon compliance layout in advance is not only a necessary measure to comply with new international trade regulations, but also the key to stabilizing overseas markets and enhancing the long-term competitiveness of products.
