What certifications are required for exporting machinery and equipment to the EU?

Certifications required for exporting machinery to the EU

The core certification for exporting machinery to the EU is CE (based on the Machinery Directive MD 2006/42/EC). Additional requirements apply depending on the equipment type: EMC (Electromagnetic Compatibility) for electrical equipment, PED (Pressure Equipment Directive) for pressure equipment, and ATEX for explosive atmospheres. Starting January 20, 2027, the new Machinery Regulation (EU) 2023/1230 introduces new requirements regarding cybersecurity and AI. The CE mark serves as the “passport” for EU market access; goods without it will be detained during customs clearance.

I.
Core Certification: CE Machinery Directive

MD 2006/42/EC: Mandatory for all machinery products (Self-declaration/Module A for general machinery; Notified Body/NB type-examination for hazardous machinery); CE Mark: Minimum 5mm size, clear and permanent; DoC (Declaration of Conformity): Must be delivered with the product and archived for 10 years; EC REP: Non-EU manufacturers are required to appoint an EU Authorized Representative—CE is the primary certification threshold for EU exports (EMC compliance must also be considered for electrical equipment).

II. Associated Certifications (by Equipment Type)

EMC (Electromagnetic Compatibility) (2014/30/EU): Mandatory for equipment with electronic controls (interference immunity + low emissions); LVD (Low Voltage Directive) (2014/35/EU): Electrical equipment safety; PED (Pressure Equipment Directive) (2014/68/EU): Boilers, pressure vessels, valve assemblies; ATEX (Explosion-proof) (2014/34/EU): Equipment for coal mines, dusty environments, or flammable atmospheres; RoHS: Hazardous substances in electrical and electronic equipment (2011/65/EU)—certifications are cumulative based on equipment function (mechanical + electrical + pressure + explosion-proof).

III.
New Regulatory Changes (Effective 2027)

(EU) 2023/1230 replaces 2006/42/EC on January 20, 2027: Introduces new cybersecurity requirements (protection against attacks for connected devices) and AI system requirements (for devices with autonomous decision-making capabilities), and updates risk assessment requirements; existing CE certificates require re-evaluation during the transition period (due to regulatory and standard updates)—when selecting models for export to the EU, first ask the manufacturer: “Is it certified under the new regulations?”

IV.
Key Points for Certification Processing

First, determine applicable directives (checklists for Machinery, EMC, Pressure, Explosion-proof); second, compile the TCF (Technical Construction File) (drawings, risk assessments, standards list; retain for 10 years); third, conduct testing and rectification (safety, noise, emergency stop, guarding); fourth, involve a Notified Body (NB) for hazardous machinery (EC-type examination); fifth, Declaration of Conformity (DoC) + CE marking—self-declaration for standard machinery takes 3–6 months (cost: €5,000–€20,000); NB involvement for hazardous machinery takes 6–12 months (cost: €20,000–€60,000).

V. Checklist for Overseas Buyers

Key items include: 1) CE Certificate (including NB number, for hazardous machinery); 2) DoC (Declaration of Conformity); 3) Instruction manual language (language of the destination country); 4) EC REP information; and 5) New regulation status (2027 compliance). The core requirement is the EU export certification trio (CE + DoC + EC REP) plus relevant supplementary certifications (EMC/PED/ATEX, depending on the equipment type);
contracts should only be signed once all certification documentation is complete.
