As the “Porcelain Capital of China”, Chaozhou City has a profound ceramic industry foundation and a complete system, and has developed into one of the largest ceramic production and export bases in the country.
Data show that the annual sales volume of Chaozhou daily-use ceramics accounts for about 25% of the country’s total, and the export volume accounts for about 30% of the country’s total. The annual sales volume of sanitary ware ceramics accounts for about 40% and the export volume accounts for about 55% of the country’s total.
With its prominent position in the global market, Chaozhou ceramics industry is highly sensitive to foreign trade policies.

On January 8, 2026, the Ministry of Finance and the State Administration of Taxation jointly issued the “Announcement on Adjusting the Export Tax Rebate Policy for Photovoltaic and Other Products” announcing that starting from April 1, 2026, the value-added tax export rebate for a number of industrial products including ceramic products (daily porcelain, furnishing porcelain, sanitary porcelain) will be cancelled.
The current export tax rebate policy adjustment is a policy measure to prevent the loss of low-priced exports of domestic resources and force companies to break away from the “involution” of price wars and transform and upgrade to green and smart industries.
At this critical node, Chaozhou Financial Supervision Bureau actively guides the banking industry to take the initiative to help high-quality ceramic companies survive the painful period smoothly and promote the healthy and sustainable development of the ceramic industry.
Sound and improve the service mechanism, allocate resources to enhance professional capabilities
On the one hand, formulate differentiated resource allocation measures.
Banking institutions in the jurisdiction implement differentiated credit resource allocation internally, favor approval authorization and performance assessment, and focus on ensuring the financing needs of ceramic enterprises that are in line with the direction of industrial upgrading, have technological advantages and market potential.
For example, in the inclusive finance assessment plan of Chaozhou Agricultural Bank of China, the “one project, one plan” assessment indicator for specialty industries such as ceramics is listed separately to promote the improvement of service quality; Chaozhou Postal Savings Bank launched the “one industry, one plan” policy to tilt personnel and expenses towards high-tech ceramic enterprises.
On the other hand, create a characteristic industrial financial service network.
Some banks have built ceramic financial service centers that integrate financial services with the promotion of ceramic specialty industries. For example, Chaozhou Postal Savings Bank has established a “ceramic specialty branch” to enhance the accuracy of financial resources and services.
As of the end of March 2026, banking institutions in the jurisdiction have supported 2,499 households with loan balances for enterprises in the ceramic industry such as daily porcelain and sanitary porcelain, with a loan balance of 6.601 billion yuan, an increase of 721 million yuan from the beginning of the year.
Since the beginning of this year, a total of 1.761 billion yuan in loans have been issued to 956 enterprises.
Enrich the financial product system and optimize the level of supply and demand adaptation
In terms of exclusive credit products, banking institutions in the jurisdiction have conducted market research on the front lines of the industry, and innovatively launched special financing products for market entities with smaller production scales.
For example, the Chaozhou Agricultural Bank of China launched the “Ceramic Loan” for small and micro enterprises, and the Postal Savings Bank launched the “Ceramic Industry Loan” for small enterprises to accurately meet the financing needs of local small and micro ceramic enterprises.
In response to the common problem of insufficient collateral for ceramic companies, banks within the jurisdiction have explored and launched effective solutions. Chaozhou Bank of China launched “half-standard products” for the ceramic industry customer group, with a maximum credit loan limit of 5 million yuan.

In terms of building full-scenario supply chain credit services, Chaozhou Construction Bank provides loan support to upstream and downstream suppliers of ceramic enterprises through the “CCB e-Chain” supply chain financial service platform, with a related loan balance of 18.586 million yuan.
In terms of tailor-made technological transformation plans, Chaozhou actively implements enterprise-friendly policies such as “technological transformation loans” and “technological innovation re-loans”, and continuously enriches green finance and transformation financial products and services.
Since the beginning of this year, the entire jurisdiction has issued a total of 206 million yuan in loans to 39 ceramic companies that meet the interest discount and re-loan policies.
For example, a loan of 7.4 million yuan was issued to an enterprise, specifically to support the enterprise’s construction of a “98-meter fully automatic tunnel kiln” project.
In terms of strengthening comprehensive supporting services, banking institutions in the jurisdiction actively provide ceramic companies with cash management, foreign exchange settlement, forwards, options, swaps, exchange rate locking tools and other product services.
For example, in order to alleviate corporate concerns about profit shrinkage caused by exchange rate fluctuations, the Chaozhou Branch of the Agricultural Bank of China recommended a one-yuan put option product as an exchange rate locking tool for a ceramics company. The Chaozhou Branch of the ICBC signed an option service contract worth US$2.55 million with a ceramics company. The relevant companies can choose to exercise or not exercise the options based on the appreciation or depreciation of the local currency, which can effectively avoid the operational risks caused by exchange rate fluctuations.
In-depth implementation of the enterprise-friendly policy to ensure the provision of solid guarantees
Financing coordination and precision have been further improved.
The Chaozhou Financial Supervision Bureau actively cooperates with the Ceramics Association to strengthen cluster services and organize service teams to go deep into the industrial park to conduct comprehensive visits to understand the company’s production and operation status, development planning and financing needs. It also popularizes financial policies on site, promotes adapted products, and provides financing consultation and solutions.
For example, Chaozhou Postal Savings Bank signed a contract with the Guxiang Ceramics Association to provide a special credit line of 1 billion yuan to provide full-chain settlement and financing services to the association’s member companies, covering all scenarios such as raw material procurement and process upgrades.
Cost reduction and efficiency improvement are further consolidated.
In response to the bridging capital pressure and cost problems faced by ceramic enterprises in the process of re-loaning, banking institutions have provided one-stop financial services to small and micro enterprises through a package of measures such as loan renewal without principal repayment, extension, and adjustment of repayment structure to relieve the worries of loan repayment.
From 2025 to now, banking institutions in the jurisdiction have provided 203 export enterprises in the ceramic industry with a loan amount of 533 million yuan without principal repayment.
We will continue to provide fee reductions and concessions to small and micro enterprises to effectively reduce corporate financing costs.
From 2025 to now, a total of 365,600 yuan has been borne for mortgage assessment fees, registration fees, and collateral property insurance fees for 280 ceramic industry enterprises.
Some banks adopt flexible interest rate pricing methods for inclusive small and micro customers with a credit amount of less than 10 million yuan (inclusive) to achieve targeted interest rate cuts. Related ceramic companies can apply for interest rates lower than the guide price standard, and the average interest rate can be as low as 2.75%.
Next, Chaozhou Financial Supervision Bureau will continue to focus on the new pain points and new needs encountered by the ceramic industry in the adjustment of export tax rebate policies, guide banking institutions to further increase the tilt of credit resources, help enterprises stabilize orders, expand markets, and strengthen brands, fully support the ceramic industry in turning policy adjustments into upgrading momentum, and forge lasting and stable core competitiveness in fierce international competition.
