Suzhou foreign trade policy: a systematic growth miracle driven by the platform

同为出口大市,苏州与宁波面对全球贸易变局采取不同政策打法。苏州以“平台驱动”为核心,在政策、通道、产业协同等方面展现独特优势,取得显著外贸增长成果。

It is also a major export city. Suzhou’s import and export in the first five months was 1.48 trillion yuan, a year-on-year increase of 37.5%. The single-month growth rate in May hit a 16-year high.
In Ningbo, another major foreign trade town, the policy focus during the same period was on cross-border e-commerce regulatory innovation and improvement of logistics efficiency.

Similarly facing the changes in global trade, the report card handed over by Suzhou does not lie in “working harder”, but in a completely different set of policy approaches.

Why compare these two cities?
They are all “top students” in China’s foreign trade. They are highly dependent on manufacturing and port logistics. They are also facing the pressure of transforming from traditional markets to emerging markets.
But it is this structural similarity that makes the most critical difference in Suzhou’s policies extremely conspicuous – the core of Suzhou’s foreign trade policy is “platform-driven” rather than just “efficiency-driven.”

The platform advantage is Suzhou’s strongest trump card.
Ningbo’s policy focus is on the details of cross-border e-commerce supervision such as speeding up customs clearance, category expansion, and convenient returns. Suzhou relies on the national platform of China-Singapore Suzhou Industrial Park to directly carry out stress tests of high-standard economic and trade rules such as DEPA and CPTPP, and explore management mechanisms for cross-border data flows.

The country’s first pledge financing of data intellectual property licensing income rights was launched in Suzhou. The free trade area has formed a total of 270 institutional innovations, 14 of which have been replicated and promoted nationwide – these are “institutional opening” dividends that cannot be replaced by simply optimizing customs clearance efficiency.

As for channel advantages, Suzhou is not aiming for “fast” but “accurate”.
Ningbo’s logistics focuses on sea and air combined transportation to make up for the shortcomings of routes; Suzhou has built a three-dimensional network of “road, rail, water and air” for the Southeast Asian market.

The China-Vietnam “Express Railway” train has a total journey of 2,800 kilometers and a delivery time of 5.5 days, with a cost reduction of 10%; GMS Qatar Airways’ “One Pass to Connect Six Countries” has a timeliness increase of 30%; charter flight costs have been reduced by 50%.
This layered adaptation matrix of “bulk shipping, batch freight trains, expedited flights, and emergency charter flights” accurately addresses the trade needs of the RCEP region – it’s not about being faster, but better understanding of the target market.

Industrial collaboration, Suzhou is playing the “full chain”.
Ningbo’s policies focus more on the ecological cultivation of a single cross-border e-commerce business; Suzhou is promoting the deep integration of advanced manufacturing and modern service industries – under the “Two Industry Integration” pilot, nine major producer service industries are embedded in the entire manufacturing chain. The “Shicaitong” platform provides small, medium and micro enterprises with one-stop services of “industrial belt + cross-border e-commerce + overseas warehouses”. The “pre-security inspection” model of Kunshan Airport has reduced logistics costs by 30% and improved timeliness by 60%.

The number of foreign-funded R&D centers ranks first in the country, and the “enrollment without application” mechanism allows policies to reach enterprises directly.

Of course, Ningbo’s port size and cross-border e-commerce ecology have its unique advantages. Suzhou’s style of play cannot be completely copied – it relies heavily on the China-Singapore cooperation platform, and not every city has resources.
But the policy logic of Suzhou itself is worth pondering: when the traditional trade dividend reaches its peak, whoever can turn “institutional innovation” into “trade infrastructure” will get a ticket to the next stage.

The effect is already written in the data.
In the first five months, Suzhou’s imports and exports to countries participating in the Belt and Road Initiative increased by 64.4%, accounting for more than 50% to 52.6%; in May, the growth rate was as high as 90.9%, contributing more than 70% of the city’s increase.
Suzhou Industrial Park’s import and export surged by 110.1%.

Exports of new energy products doubled, with lithium batteries and photovoltaics increasing by 87.5% and 109.6% respectively.

This is not a simple “order reflow” or “base effect”.
This is the systemic effect of the four cards of platform, channel, industry, and service played simultaneously – when your institutional innovation can directly connect with international rules, logistics channels can accurately locate emerging markets, and industrial collaboration can cover the entire chain, the final growth number is only the result, not the cause.
