Six departments’ new cross-border e-commerce policies are implemented, and the industry embarks on a new journey of high-quality development

2026 年 4 月,商务部等六部门联合印发跨境电商新政,从多维度释放红利,为跨境电商行业注入强劲动能,推动行业向高质量发展转型。

In April 2026, six departments including the Ministry of Commerce and the Central Cyberspace Administration jointly issued a new policy on cross-border e-commerce, which is also known as the “Sixteen Articles on E-commerce.”
The introduction of this policy is like a timely rain, releasing huge dividends for the cross-border e-commerce industry from multiple dimensions such as logistics, compliance, and market expansion, and injecting strong impetus into the development of the industry.

The new policy focuses on the pain points of the industry and clearly proposes the development of innovative models such as “market procurement + cross-border e-commerce” and “China-Europe freight trains + cross-border e-commerce”.
The implementation of these models has strengthened the guarantee of multimodal transportation, vigorously supported the construction of overseas warehouses, and further improved the smart logistics system.
Through these measures, enterprises’ logistics costs and performance risks can be effectively reduced.
In the past, high logistics costs and high contract performance risks have been problems that have plagued cross-border e-commerce companies.
After the implementation of the New Deal, enterprises can operate more efficiently in logistics, reduce unnecessary costs and improve the competitiveness of enterprises.

At the same time, the New Deal has also made important optimizations in customs clearance.
Simplifying the declaration of export documents and canceling the registration of overseas warehouse companies has greatly improved the efficiency of customs clearance.
This not only reduces the burden on enterprises, but also increases the circulation speed of goods, allowing enterprises to push goods to the international market faster.
In today’s increasingly fierce market competition, time is money, and the improvement of customs clearance efficiency will undoubtedly win more development opportunities for enterprises.

In terms of market layout, the New Deal encourages companies to explore emerging markets along the “Belt and Road”.
The “One Belt, One Road” initiative has brought broad development space for cross-border e-commerce companies, and the countries and regions along the route have huge market potential.
By promoting “Silk Road e-commerce” cooperation, companies can expand the import and export of high-quality products and help build a global supply chain.
This not only helps enterprises expand their business scope, but also promotes economic exchanges and cooperation between different countries and regions.

In addition, the new policy emphasizes compliance development and guides companies to strengthen brand building and intellectual property layout.
In the context of globalization, brand and intellectual property are important components of an enterprise’s core competitiveness.
Only by focusing on brand building and strengthening intellectual property protection can cross-border e-commerce companies establish a good image in the international market and achieve sustainable development.
The implementation of this new policy provides a clear development path for cross-border e-commerce companies and promotes the industry’s transformation from high-speed growth to high-quality development.

With the continued release of policy dividends, cross-border e-commerce is expected to continue to become a new engine for foreign trade growth.
It will help Chinese brands go global better and let the world know more about China’s high-quality products and services.
In the future development, the cross-border e-commerce industry will usher in broader development prospects and make greater contributions to the development of China’s economy.
