On March 30, the official website of the Shenzhen Municipal Commerce Bureau released the “Shenzhen Three-Year Action Plan to Promote the Quality and Efficiency of Foreign Trade—Special Measures for “Exporting to Shenzhen” (hereinafter referred to as the “Measures”).
The “Measures” put forward a series of measures in ten major aspects, including supporting the import of industrial upgrading products, expanding the import of high-quality consumer goods, and increasing the scale of bulk commodity imports, aiming to promote an optimal structure of the city’s imports, make up for shortcomings, improve quality and efficiency, promote the balanced development of imports and exports, and help Shenzhen accelerate the construction of an international trade center city.
Based on advantageous industries and ensuring the stability of the supply chain is one of the important contents of the “Measures”.
The “Measures” clearly propose to support the import of advanced technology equipment and key components required for the development of the “20 + 8” industrial clusters.
Develop personalized regulatory measures for the import of important intermediate products required for the development of industries such as integrated circuits and flat panel display modules to promote the efficient investment in R&D and production of key materials.
At the same time, we are also exploring and promoting the pilot import of waste key parts for automobile R&D and testing, which will contribute to technological innovation and development of related industries and ensure the stability of the industrial supply chain.
In terms of expanding domestic demand and promoting consumption upgrading, the “Measures” also include many measures.
Support the import of daily consumer goods, agricultural products, aquatic and seafood products, mid-to-high-end consumer goods, medicines and rehabilitation and elderly care equipment to meet the diverse needs of domestic consumers.
Build a domestic distribution hub for imported fruits, explore the construction of an integrated “inspection and storage” comprehensive service platform for imports of chilled aquatic products, frozen meat, fruits, etc., and improve import efficiency.
Attract mid- to high-end international consumer brands to set up more global, national and regional brand first stores, flagship stores and experience stores in Shenzhen to enhance Shenzhen’s consumer quality and international level.
Based on innovation-driven, improving collaborative service capabilities is also the focus of the “Measures”.
Cultivate and expand emerging business formats and import scale of import trade, explore and build a comprehensive service platform for cross-border e-commerce imports “Digital Product Selection Center + Bonded Warehouse Live Broadcast + One-stop Supply Chain”, and innovatively develop “Bonded +” business format imports.
Accelerate the creation of a bulk commodity import cluster, vigorously attract domestic and foreign energy, mineral and other bulk trading companies’ Asia-Pacific headquarters, order centers, and settlement centers to settle in Shenzhen to enhance Shenzhen’s status and influence in international trade.
In terms of building a high-energy import promotion platform, the “Measures” propose to support Qianhai in further promoting the construction of a national-level import trade promotion innovation demonstration zone and accelerating the construction of Qianhai’s maritime transit and consolidation center and duty-free goods distribution center.
Promote international electronic component manufacturers and leading distributors to set up domestic distribution centers in Shenzhen, support enterprises to use the “Hong Kong store and deep warehouse” model to cooperate with Hong Kong to expand the Asia-Pacific distribution center business of electronic components, strengthen regional cooperation, and improve the efficiency and competitiveness of import trade.
In addition, the “Measures” also propose to continue to develop diversified import market space, encourage enterprises to orderly establish production bases, planting and breeding bases, and mineral energy development bases overseas, and expand safe and stable import channels for agricultural products, raw materials, and intermediate products.
We will further accelerate the green transformation and development of imports, deepen import cooperation in key regions, improve the level of import trade facilitation, and consolidate basic service support for imports.
These measures will comprehensively promote the quality and efficiency of Shenzhen’s foreign trade and lay a solid foundation for Shenzhen to build an international trade center city.
