On June 26, the unveiling ceremony of the Hainan Cross-border E-commerce Overseas Industrial Base and the launching event of the Hainan Cross-border E-commerce Industry Development Promotion Association (preparatory) with the theme of “Qiongzhou Opening and Cross-border Voyage” were officially held in Longhua District, Haikou City.
The event has four core links: government-enterprise signing, base unveiling, industry platform preparation, and enterprise centralized settlement, officially kicking off the in-depth collaboration of Shenzhen-Qiong cross-border industries and the cluster development of Hainan’s cross-border e-commerce.
This event was jointly sponsored by the People’s Government of Haikou Longhua District and the Shenzhen Cross-border E-commerce Industry Association. The relevant person in charge of Haikou Longhua District said at the unveiling ceremony that this cooperation with the Shenzhen cross-border e-commerce industry organization has introduced high-quality e-commerce enterprise resources and mature park operation experience to the local area, effectively made up for the shortcomings in the development of Longhua District’s e-commerce industry, and injected strong impetus into cultivating a more dynamic export-oriented economic ecology.
This event brought together more than 200 people from Hainan Province’s municipal and county-level commercial authorities, industry associations, and representatives from relevant enterprises in the cross-border e-commerce industry chain to participate.
Relevant industry leaders said that Shenzhen and Hainan are geographically close and provide two-way empowerment, and are the two core pivots for my country’s opening up to the outside world.
Shenzhen is home to the complete cross-border e-commerce industry chain in the Guangdong-Hong Kong-Macao Greater Bay Area, gathering core resources such as platforms, supply chains, operations, and talents, making it the country’s leading cross-border e-commerce industry highland; Hainan Free Trade Port, as the country’s only comprehensive cross-border e-commerce pilot zone, boasts zero tariffs
, low tax rates, convenient customs clearance and other exclusive policy advantages, there are major opportunities for cross-border overseas expansion in ASEAN and other regions. The industries of the two places are highly complementary. This joint construction of the industrial base is the key strategic layout to open up the “Shenzhen supply chain + Hainan Free Trade Port channel + ASEAN overseas markets”.
A number of major cooperation signings were completed at the event: the Haikou Longhua District People’s Government and the Shenzhen cross-border e-commerce industry organization reached a government-enterprise strategic cooperation to jointly build an integrated collaboration platform for policies, resources, and industries; both industrial operators also completed a carrier cooperation signing, which laid solid hardware support for the subsequent operations of the base and the implementation of enterprises.
Subsequently, the Hainan Cross-border E-commerce Overseas Industrial Base was officially unveiled, and the Hainan Cross-border E-commerce Industry Development Promotion Association simultaneously started preparatory work.
It is understood that the base is located in the core business district of Haikou. Relying on the local high-quality business environment and commercial traffic, it will create a one-stop cross-border industrial carrier that integrates office incubation, product selection and exhibition, compliance services, logistics support, and brand overseas.
The preparation and establishment of the industry promotion association will make up for Hainan’s shortcomings in cross-border industry autonomy, build a normalized platform for government-enterprise communication, resource docking, and industry empowerment, further standardize the industry development order, and gather synergy for industrial development.
The event also simultaneously carried out a special promotion of the free trade port’s cross-border e-commerce investment policies, accurately interpreting special policies such as landing subsidies, tax incentives, talent support, and customs clearance convenience, and opening up the “last mile” of policy implementation for settled companies.
A total of 12 high-quality cross-border enterprises signed contracts and settled in batches on that day, covering cross-border management, brand technology, international trade, logistics technology, financial and taxation services and other fields. The two-way gathering of high-quality enterprises in the Bay Area and local characteristic enterprises will further strengthen Haikou’s cross-border e-commerce industry cluster.
The person in charge of the base operator said that the industrial base launched this time will continue to deepen the industrial linkage between Shenzhen and Qiongzhou, and regularly introduce the full-chain advantages of Shenzhen’s supply chain, overseas warehouses, digital operations, and exhibition resources, combined with the Hainan Free Trade Port’s exclusive policies, to comprehensively reduce the comprehensive costs of enterprises settling in, operating, and going overseas, and help more Chinese products go to the global market through the Hainan Free Trade Port.
