On April 24, a cross-border e-commerce conference with the theme of “Integration of Industry and Trade, Intelligent Global Connectivity” opened grandly in Longgang District, Shenzhen.
This conference not only released the district-level cross-border e-commerce development index, but also provided authoritative data support for policy formulation, corporate layout, and industry research and judgment.

The cross-border e-commerce development index shows the strong strength of Longgang District in the field of cross-border e-commerce.
The number of cross-border e-commerce companies in Longgang District accounts for about 12% of the national total, and the order volume accounts for 27.5% of the national total. The total GMV in 2025 will account for 24.5% of the national GMV. Two of the three core indicators are close to or exceed a quarter of the national total.
This means that one out of every four cross-border e-commerce orders nationwide comes from Longgang District.
From the perspective of industrial ecology, Longgang has built a full-chain closed-loop ecology covering cross-border e-commerce sellers, independent websites, manufacturing, logistics and warehousing, and overseas marketing.
At the same time, Longgang also has a number of national-level cross-border e-commerce demonstration bases, becoming the best sample window for observing the transformation, upgrading and high-quality development of China’s cross-border e-commerce.

At the conference, the Longgang District Cross-border E-commerce High-Quality Development Work Class was officially unveiled and released a three-year action plan.
The plan clarifies the goals for 2028: cross-border e-commerce import and export volume exceeds 100 billion yuan, overseas warehouse area exceeds 6 million square meters, cultivates 5 high-quality platforms and 3 listed companies, builds a full-process AI tool library, and leads the country in digital intelligence applications.
The proposing of this series of goals demonstrates Longgang District’s determination and confidence in the sustainable development of cross-border e-commerce.
In addition, Longgang District has also proposed two opening plans for the whole country.
The “Carefully Selected Factories” program is to cooperate with the vast number of high-quality factories and characteristic industry enterprises that are willing but currently unable to go overseas, support enterprises in setting up R&D and design headquarters and international sales headquarters in Longgang, and build a production and sales docking bridge of “Carefully Selected Factories + Transnational Headquarters + Global Market”.
The National Cross-border E-commerce Partner Recruitment Plan sincerely invites like-minded cross-border e-commerce companies and talents across the country to build technology-based enterprises with both cross-border e-commerce and intelligent manufacturing attributes by taking overseas as their outlet and AI as their two wings.
These measures taken by Shenzhen Longgang District in the field of cross-border e-commerce will not only promote the further development of its own cross-border e-commerce industry, but also provide new ideas and models for the development of the national cross-border e-commerce industry.
I believe that in the future, Longgang District will continue to give full play to its advantages, achieve more brilliant achievements in the field of cross-border e-commerce, and make greater contributions to the introduction of Chinese products to the world.
