On April 24, the Longgang District Cross-border E-commerce Conference with the theme of “Industrial and Trade Integration·Intelligent Global Connectivity” was held at the Enterprise International Service Base in Longgang District, Shenzhen.
As the area with the highest concentration of cross-border e-commerce industry in Shenzhen, the most complete supporting system, and the densest concentration of enterprises and talents, Longgang systematically disclosed the current status of industry development at the meeting and released the Longgang District Cross-border E-commerce Development Index.
It was also learned at the meeting that Longgang District has established a special class for the high-quality development of cross-border e-commerce and officially announced an action plan for the development of the cross-border e-commerce industry in the next three years.

Industrial base: agglomeration effect highlighted
Deep collaboration between manufacturing and e-commerce
After years of cultivation and development, Longgang has become the core hosting area for the cross-border e-commerce industry in Shenzhen and even the country, forming obvious advantages in terms of industrial scale, enterprise agglomeration, infrastructure, and supply chain supporting facilities.
In the first quarter of this year, the total import and export volume of cross-border e-commerce in Longgang District increased by 252% year-on-year. The growth rate was significantly higher than the overall level of the industry, showing strong growth momentum.
In April, Shenzhen’s first cross-border e-commerce OPC community was established.
What supports the rapid development of cross-border e-commerce is Longgang’s mature and complete infrastructure and carrier network.
Currently, Longgang District has 1 cross-border e-commerce operation center, 2 technology and trade evaluation bases, 3 national e-commerce demonstration bases, and 17 provincial-level public overseas warehouses.
Among them, the total global warehousing area of the leading company Zongteng has exceeded 3.8 million square meters, and its service network covers more than 30 countries and regions around the world. It can provide cross-border e-commerce companies with integrated services such as warehousing, sorting, distribution, and after-sales.
On mainstream cross-border e-commerce platforms such as Amazon and Alibaba International Station, Longgang has long been at the forefront of the country in terms of number of merchants and transaction activity, making it one of the most important sources of merchants on the platform.
Another pillar of the industry’s continued growth is Longgang’s manufacturing base, which ranks among the top in the country.
As a region that has ranked first among the top 100 industrial districts in the country for eight consecutive years, Longgang has a complete industrial system and highly responsive supply chain capabilities. Its manufacturing and processing covers 133 industrial categories such as 3C digital, clothing, home furnishings, and hardware. It can quickly adapt to the order characteristics of small batches, multiple batches, and fast iterations of cross-border e-commerce.
In the field of specialty industries, Longgang’s glasses industry accounts for one-quarter of the city’s total scale, and industries such as printing, watches, and gold and jewelry account for nearly one-third. Products such as service robots, smart watches, TVs, and lithium-ion batteries have high visibility and market share in the national market, providing cross-border e-commerce with a stable, abundant, and cost-effective supply of goods, and laying a solid product foundation for corporate branding overseas.
Facing the industrial restructuring opportunities brought by artificial intelligence, Longgang has promoted the “All in AI” strategy since the beginning of 2025, promoting the in-depth integration of AI technology with manufacturing and cross-border e-commerce throughout the entire process, and simultaneously planning the construction of a global smart hardware valley. It is committed to opening up the entire chain from creativity, design, research and development to mass production, and achieving the efficient transformation of “one concept in, one product out”.
Relying on this carrier, cross-border e-commerce sellers can quickly connect with local supply chain resources, develop customized, differentiated, and high-end products, and use cross-border e-commerce channels to directly reach the global market, forming a closed loop of “creation-manufacturing-going overseas.”
“All in AI” has become another driving force for the development of cross-border e-commerce in Longgang.

Cross-border e-commerce development index released
Strive to become an industry benchmark
When cross-border e-commerce shifts from traffic-driven to quality-driven, from barbaric growth to compliance operations, the industry is in urgent need of objective and quantitative observation rulers.
At this conference, the Longgang District Commerce Bureau, Xiaguang Society and Dianxiaomi Group jointly released the Longgang Cross-border E-commerce Development Index (LGCBEI) for the first quarter of 2026.
The index uses the overall performance of Longgang cross-border e-commerce in 2025 as the base period data (100 points) and evaluates the first quarter of 2026.
After comprehensive evaluation, the Longgang cross-border e-commerce comprehensive index reached 137 points in the first quarter of 2026, showing that the regional cross-border e-commerce industry as a whole maintains rapid growth and the ecosystem continues to be optimized and improved.
According to reports, the Longgang Cross-border E-commerce Development Index focuses on small and medium-sized sellers with a GMV of less than 1 billion yuan, and conducts a comprehensive assessment from five dimensions: transaction scale, enterprise development, ecological support, innovative development and talent reserve, aiming to truly reflect the ecological operation status of regional cross-border e-commerce.
The publisher of the index stated that the sharp rise in the index means that Longgang cross-border e-commerce has made significant progress in terms of expansion of transaction scale, growth of market entities, improvement of supporting services, and improvement of innovation capabilities. The industry is entering a high-quality development stage of compliance improvement, innovation drive, and ecological synergy.
In the future, Longgang will continue to carry out industrial ecological monitoring and dynamic assessment to form credible data and standards, provide reference for industry decision-making, and fill the gap in regional ecological assessment of domestic cross-border e-commerce.
He Wei, one of the publishers of the index and founder of Xiaguangshe, said that the growth of small and medium-sized sellers in Longgang leads the country.
For example, in 2025, 59.4% of long-tail sellers in Longgang will be promoted.
Behind this is the good infrastructure and services in Longgang District, which have helped small sellers smooth out their very bumpy and thorny start-up journey, making them more resistant to risks and with a smooth growth path.
Zhang Zhuoying, President of China Base Tianshi (Shenzhen) Innovation Technology Co., Ltd., said that the company landed in Longgang earlier this year. The core reason is that the local supply chain is complete, the cross-border e-commerce sellers are highly concentrated, and the young talents are dense. At the same time, the government services are professional and efficient, and can quickly respond to the development demands of enterprises, providing a good environment for stable operations of enterprises.
Shenzhen Langzhiyin Electronics Co., Ltd. is a company grown in Longgang.
At present, the company’s smart glasses products have long dominated the list on the US Amazon platform.
Deng Chenglong, chairman of the company, said that the development of the company’s cross-border e-commerce business is relatively stable. For overseas companies, intellectual property rights are the core competitiveness. In the future, they will continue to prioritize patent layout, adhere to technological innovation and differentiated design, and promote the upgrading of products to high-end and branding.
A special team was established to escort the implementation of two major plans
At this conference, the “Three-year Action Plan for the High-quality Development of Longgang District Cross-border E-commerce “Industrial and Trade Integration·Intelligent Globalization” (2026-2028)” was officially released, setting clear goals and implementation paths for industrial development.
The plan proposes that by 2028, the total import and export volume of Longgang’s cross-border e-commerce will exceed 100 billion yuan, the overseas warehouse area built and operated by local enterprises will exceed 6 million square meters, 20 digital transformation benchmark companies will be cultivated, 5 cross-border e-commerce platforms will be attracted and cultivated, and more than 3 new listed companies in the cross-border e-commerce field will be added.
The establishment of a special class for the high-quality development of cross-border e-commerce is a highlight of Longgang District’s efforts in serving cross-border e-commerce.
Deng Dongxuan, deputy director of the Longgang District Commerce Bureau, introduced at the scene that the core purpose of the establishment of the special class is to solve the practical problems of cross-border e-commerce companies that “are afraid to go to the government” and “don’t know how to go to the government.”
On the one hand, the special class will smoothen the communication channels between government and enterprises, publish the corporate service hotline and complaint QR code, and establish a regular visiting, collection, transfer, and closed-loop processing mechanism so that corporate complaints can be quickly, directly, and efficiently resolved.
On the other hand, the special class coordinates the resources of various departments in the region. When enterprises encounter problems involving multiple departments such as customs, industry and information technology, commerce, and finance, they do not need to coordinate with multiple parties or run around. The special class coordinates and promotes them, which greatly improves service efficiency.
The relevant person in charge of Longgang District said that Longgang District will become an enabler of ecological upgrading of cross-border e-commerce, fully open and share the existing industrial ecological advantages, and launch two key plans.
The first is the “Strictly Selected Factory” plan: Cooperate with high-quality white-label factories and county and town enterprises in specialty industries that are willing but not yet able to go overseas, fully support enterprises to set up R&D and design headquarters and international sales headquarters in Longgang, build a production-sales docking bridge of “Strictly-Selected Factories + Transnational Headquarters + Global Market”, promote white-label factories to accelerate their transformation and development into international and brand-oriented enterprises, and build a “window to the world” for Chinese brands.
The second is the national cross-border e-commerce partner recruitment plan: we sincerely invite like-minded cross-border e-commerce companies and talents across the country to use overseas as their way out, AI as their wings, and Longgang as their springboard. They will leverage Longgang’s industrial and AI advantages to ride on the wind and build technology-based enterprises with both cross-border e-commerce and intelligent manufacturing attributes.
