On December 23, 2025, the Xiangqiong Sany (Hainan) Intelligent Manufacturing Industrial Park was officially put into operation in the Xiangqiong Advanced Manufacturing Industrial Park in Dongfang City.
This is the world’s first engineering machinery remanufacturing base of Sany Group and the first major manufacturing project to be put into operation in Dongfang City after the Hainan Free Trade Port was closed, marking a breakthrough in Hainan’s advanced equipment manufacturing industry.
Sany Heavy Industry Hainan Base Project is the first core project to be started in the Xiangqiong Advanced Manufacturing Industry Park. It was built by Sany Group with an investment of 600 million yuan. It covers an area of 150 acres and has a total construction area of approximately 62,000 square meters, of which the factory area reaches 28,000 square meters.
In terms of construction cycle, construction will start in August 2023, and equipment installation will be completed and put into production in mid-December 2025. The construction cycle is only 28 months, demonstrating the “Hunan-Qiong speed”.
Its core positioning is the world’s first professional engineering machinery remanufacturing base, focusing on core parts maintenance, complete machine refurbishment and intelligent upgrading of cranes, excavators and other equipment, and building a full-chain service system of “equipment recycling – disassembly and testing – remanufacturing – sales and export”.
After reaching full capacity, the annual output value is expected to be 750 million yuan, the annual tax contribution will be approximately 52.5 million yuan, and more than 300 high-quality jobs will be provided.
The location of Sany Heavy Industry in the East is an inevitable choice due to the combination of location advantages, free trade port policy, and Hunan-Qiongzhou cooperation.
The project is located in the Xiangqiong Advanced Manufacturing Co-construction Industrial Park in Dongfang City, adjacent to Basuo Port, with convenient shipping and direct access to core markets such as Southeast Asia and Africa. It perfectly matches the “two ends outside” (overseas recycling, overseas sales) business model and significantly reduces logistics costs.
At the same time, it enjoys the Hainan Free Trade Port’s “double 15%” tax benefits (corporate income tax and high-end talent personal tax are both levied at 15%), plus policies such as duty-free processing and value-added processing, bonded remanufacturing, and outsourcing processing business can also enjoy a 15% corporate income tax reduction, significantly reducing operating costs.
In addition, the Xiangqiong Advanced Manufacturing Co-construction Industrial Park is the country’s first free trade pilot zone and free trade port co-construction park. It is jointly built by Hunan (a major manufacturing province) and Hainan (an open highland). It has a total planned area of 5,000 acres, has introduced 31 projects, and has an agreed investment of nearly 14 billion yuan, providing Sany with complete industrial supporting and collaborative ecology.
Moreover, Dongfang City has abundant wind power and photovoltaic resources, which can meet the demand for clean energy in the production process. It is in line with Sany’s “low-carbonization” strategy and helps the transformation of green manufacturing.
