在第28届法语国家中央银行行长会议上,卢旺达央行和柬埔寨央行宣布开展跨境支付合作,旨在加强数字金融互联互通,促进经济、贸易和旅游联系。

In today’s globalized economic landscape, cross-border payment cooperation has become an important force in promoting economic exchanges and development among countries.
From May 28 to 31, 2026, at the 28th Conference of Central Bank Governors of Francophone Countries held in Phnom Penh, Cambodia, the Bank of Rwanda (BNR) and the Bank of Cambodia made an important decision-announced cross-border payment cooperation. This cross-border payment cooperation reflects the common commitment of the two central banks in modernizing the payment system and promoting financial interconnection.
With the rapid development of the digital economy, traditional payment methods have been unable to meet the growing demand for cross-border transactions.
By carrying out cross-border payment cooperation, Rwanda and Cambodia can use advanced technological means to achieve seamless electronic payments between the two countries, greatly improving payment efficiency and reducing transaction costs.

This cooperation will not only promote economic exchanges between the two countries, but also strengthen their ties in trade and tourism.
In the economic field, convenient cross-border payments will provide enterprises with more efficient methods of fund settlement and promote the growth of trade transactions.
For the tourism industry, tourists’ consumption between the two countries will become more convenient, which will help attract more tourists and promote the development of the tourism industry.

The two central banks said the initiative will use technological advances to improve access to efficient digital payment services, thereby promoting broader regional and international financial integration.
This cooperation is based on the Memorandum of Understanding (MoU) on financial sector development cooperation signed by the two central banks in Washington, D.C., on April 14, 2023.
According to the memorandum of understanding, both parties agreed to strengthen cooperation through the exchange of experiences to support the development of the financial industries in both countries.

Currently, Rwanda is continuing its efforts to expand digital payments and strengthen cross-border financial infrastructure as part of its financial sector modernization agenda.
Through cooperation with the Central Bank of Cambodia, Rwanda can learn from Cambodia’s experience in the field of digital payments to further improve its financial system.
At the same time, Cambodia can also draw inspiration from Rwanda’s development and jointly promote the progress of the two countries’ financial undertakings.

The cross-border payment cooperation between Rwanda and the Central Bank of Cambodia is a forward-looking and strategic move.
It will not only bring new opportunities for the economic development of the two countries, but also make a positive contribution to regional and international financial integration.
It is believed that with the joint efforts of both parties, this cooperation will achieve fruitful results and bring more benefits to the people of the two countries.
