“十四五”时期，海关总署先后出台了促进外贸保稳提质10条措施、优化口岸营商环境促进企业通关便利16条措施等稳外贸政策措施文件，从“提便利、增活力、降成本”等方面有针对性发力，精准帮扶企业稳订单拓市场。
在提升企业通关便利方面，海关持续推进进口货物通关模式改革、优化通关流程、重点保障能源资源商品和优质农食产品进口、进一步便利汽车及零配件等产品扩大出口，让在进出口总量占比较大的商品更好更快地进出，塑造竞争新优势。
如扩大出口锂电包装产品线合格评定模式试点，提高企业出口效率75%；积极支持电动汽车、光伏产品、锂电池等“新三样”产品出口，2025年出口规模接近1.3万亿元，比2020年增长3.5倍。

In order for enterprises to know how to make good use of policies and measures and better release policy dividends, the General Administration of Customs has built an online and offline policy service matrix, deepened the service mechanism of “commissioners delivering policies to their doorsteps”, and continued to create unique policy on-demand service brands such as “Policy Express” to promote direct access to policies and measures that benefit enterprises.
All customs offices directly under the Customs have carried out “zero distance between customs and enterprises” and “face-to-face” relief activities for enterprises according to local conditions, so as to make the last mile of policy implementation smooth.
