Looking back on the past five years, customs across the country have effectively responded to risk challenges, with an average annual supervision of 5.2 billion tons of import and export goods worth 42.3 trillion yuan.
Such a huge volume ranks among the largest in the world, and its overall safety is controllable, providing strong support for the successful conclusion of the “14th Five-Year Plan”.
Customs is a hub at the intersection of domestic and international dual circulation, and its importance is self-evident.
During the “15th Five-Year Plan” period, customs across the country must pay more attention to overall coordination, adhere to a systematic concept, coordinate convenience and safety, and balance imports and exports.

The Director of the General Administration of Customs said that it is necessary to maintain good import and export controls, and to expand exports and appropriately expand imports.
This measure aims to expand international circulation, promote smoother domestic and international dual circulation, and better integrate domestic and foreign trade.
In the current complex and ever-changing international economic situation, such a balanced development strategy is particularly critical.

In 2026, customs across the country will launch a new round of special actions to facilitate cross-border trade and introduce more effective policies and measures.
These policies and measures will support the innovative development of new business formats and models such as cross-border e-commerce, overseas warehouses, low-altitude economy, market procurement, bonded maintenance, testing, and remanufacturing.
With the continuous advancement of science and technology and changes in the global trade pattern, these new business formats and models are gradually becoming new driving forces for the development of foreign trade.
Through policy support, the customs will help promote the rapid development of these emerging fields and enhance the competitiveness of my country’s foreign trade.

At the same time, the customs will also help expand intermediate goods trade, digital trade, and green trade.
To this end, it is necessary to optimize the inspection and quarantine supervision model and help expand the import of high-quality agricultural and food products, consumer goods, and germplasm resources.
In addition, providing regulatory services and guarantees for large-scale exhibitions such as the China International Import Expo, the Canton Fair, and the China Service Trade Fair will also promote the balanced development of imports and exports.
These exhibitions are important platforms for my country to carry out trade cooperation with countries around the world. The high-quality customs services will provide a better trade environment for domestic and foreign enterprises and promote the prosperity of trade.

In short, a series of policies and measures launched by the national customs in the first year of the “15th Five-Year Plan” will safeguard the innovative development of my country’s foreign trade.
By coordinating convenience and security, and balancing imports and exports, my country’s foreign trade is expected to achieve better results in the new year and make greater contributions to stable economic growth.
