PayPal and WeChat payment are interconnected, and the cross-border payment pattern is ushering in new changes

On May 27, TenPay Global—Tencent’s cross-border payment platform—established interoperability with PayPal World, enabling PayPal users visiting China to make purchases directly by scanning WeChat QR codes. This collaboration reshapes the inbound consumer payment experience; driven by a mutual commitment from both parties, it is also triggering a shake-up in the cross-border payment landscape.

On May 27, at the opening forum of the Shenzhen International Finance Expo, a blockbuster news shocked the financial and technology circles: Tencent announced that its cross-border payment platform TenPay Global and PayPal World will be interconnected. PayPal users in China can directly scan QR codes on WeChat to make purchases at tens of millions of merchants in China. The first phase is open to American users.
It is rare for senior executives of both parties to share the same platform. Hong Danyi, Vice President of Tencent Financial Technology, and Otto Williams, Global Senior Vice President of PayPal, jointly announced this cooperation, marking the official opening of the largest interconnection in the global payment field.

For foreigners who come to China for tourism or business, the inbound consumption experience has not been convenient in the past.
In the past, for the same QR code, one had to download WeChat or Alipay and bind a bank card before scanning the code to pay. This process was time-consuming and cumbersome for short-term tourists.
Now, the rules have been completely overturned.
After PayPal users come to China, they don’t need to download any new apps. They can open the familiar PayPal wallet and directly scan the WeChat payment QR code to complete their purchases.
There is no need to change any equipment on the merchant side, and WeChat Pay’s tens of millions of merchant networks will accept all orders intact.
Behind this is the “cross-border QR code unified gateway” that Tencent actively participated in the construction of, which played a key role. Through the gateway, WeChat payment “outsourced internal use” services are further opened. Whether actively scanning the code or presenting the payment code, PayPal wallet can smoothly consume among tens of millions of WeChat payment merchants in China.
Hong Danyi, vice president of Tencent Financial Technology, revealed that WeChat Pay’s “outsourcing and internal use” has supported 36 overseas cooperative wallets.
Otto Williams also said that China has the world’s leading digital payment ecosystem, and the ability to achieve seamless payments is an indispensable part of international travelers’ experience in China.
Using PayPal to scan the WeChat code is not only a technical docking, but also breaking down long-standing barriers in the global digital payment field.

This blockbuster cooperation is not an accident, but a long-awaited two-way rush.
WeChat Pay data shows that from January to April this year, the number of transactions made by foreign tourists in China using WeChat Pay to bind international bank cards soared by nearly 80% year-on-year.
During the May Day holiday in 2026, 1.255 million foreigners entered and exited the country, a year-on-year increase of 12.5%, of which 436,000 were visa-free entries, an increase of 14.7%.
During the same period, UnionPay and Wanglian processed a total of 28.937 billion payment transactions, with a total amount of 7.85 trillion yuan.
The surge in the number of inbound tourists and the surge in consumption have made traditional credit card and cash payments no longer able to meet demand.
Tencent has taken advantage of the situation and launched three major upgrade measures: transaction fees for the first 90 days of international card users within the daily limit of 1,000 yuan are exempted, payment guide languages have been expanded to 16 languages covering all major APEC economies, and offline consultation service desks have been set up in various ports, airports, business districts, and banks in Shenzhen.
Moreover, there is strong support from the national strategy behind this action. In September last year, the Ministry of Finance and the Ministry of Commerce jointly issued a document clearly requiring the improvement of a multi-level and diversified payment service system and increasing the coverage of wild card POS machines in key places for foreign personnel.

On the surface, this is a technical docking, but in fact it is a rearrangement of the cross-border payment arena.
For PayPal, its approximately 30 million active US users have gained a practical consumption method in the Chinese market.
In China, WeChat Pay and Alipay together account for about 90% of the mobile payment market, making it difficult for foreign tourists to travel outside major attractions for a long time.
For Tencent, PayPal’s global user base of over 400 million accounts is a huge traffic entrance that is difficult to refuse. The exclusive cooperation with PayPal directly targets the world’s most powerful customer groups.
However, this is also a multi-dimensional competition and cooperation game.
Ant Group, the parent company of Alipay, has also been making every effort to promote the Alipay+ cross-border network in recent years. The “Inbound Consumption-Friendly Business District” campaign jointly launched with multiple global card brand partners has covered thousands of major business districts across the country, and more than 500 business districts have achieved pre-departure planting in overseas wallets.
The cross-border payment competition between the two giants has extended from the domestic market to the global stage.

Looking deeper, Hong Danyi also revealed another key layout at the forum: Shenzhen’s tax refund ports will be fully upgraded in the near future, and will gradually support Hong Kong residents to receive departure tax refunds in seconds through WeChat Hong Kong dollar wallet accounts.
In the future, this service will be expanded from the Guangdong-Hong Kong-Macao Greater Bay Area to the whole country, and support overseas wallets from more APEC countries and regions.
From inbound consumption, to outbound tax rebates, to the comprehensive upgrade of APEC China Year, Tencent is upgrading cross-border payment from “usable” to “easy to use”, and then further upgraded to “loved to use”.
This is no longer a payment business competition in the traditional sense, but a battle for financial infrastructure around the global consumer artery.

PayPal’s “first shot” of scanning WeChat QR codes was launched in Shenzhen, and its impact will surely be transmitted to the entire Asia-Pacific and even global payment markets in the coming weeks.
When the speed of financial technology innovation surpasses geopolitical and regulatory barriers, the real beneficiaries will be every ordinary consumer across borders.
Whether this partnership between PayPal and WeChat Pay is a convenience for overseas tourists or a battle for dominance in cross-border payments is worthy of our in-depth consideration.
