On June 12, 2026, Ningbo Customs launched 12 measures to promote cross-border e-commerce exports in 2026, focusing on five major dimensions: speeding up customs clearance, cultivating entities, expanding categories, improving supervision, and monitoring and research, to fully assist Ningbo in building a high-level international cross-border e-commerce hub city.

Logistics is the “lifeline” of cross-border e-commerce.
The new policy starts from smoothing the cross-border logistics chain, continues to deepen the 9610 retail export cross-customs area return pilot, implements preferential tax policies for export returned goods, and effectively helps solve the “headache” return problem of the majority of cross-border e-commerce sellers.
At the same time, we will strengthen linkage with international air cargo hubs such as Ezhou and Jiaxing, expand multimodal transport modes such as “air-to-air transfer” and “air-land combined transport” for cross-border e-commerce exports, support the development of “international road transport (TIR) + cross-border e-commerce” and “sea-rail combined transport + cross-border e-commerce” businesses, and make up for the shortcomings of routes.
Xing Yutao, head of Ningbo SF Express Port, said that with the implementation of the new “air-air combined transport” model, local cross-border goods can be transferred under integrated port supervision, seamlessly connected to intercontinental routes, and without the need for secondary unpacking and customs declaration. Customs clearance time is expected to be shortened by 30%, and comprehensive logistics costs will be reduced by 20%.
Focusing on the characteristics of “small batches, multiple batches, and high frequency” of cross-border e-commerce, Ningbo Customs continues to innovate the on-site supervision operation model.
For example, we will support enterprises in building pre-export warehouses, promote the “inspect first and then ship” model, fully implement the new cross-border e-commerce 9610 export order splitting operation model, and explore the launch of the “sea express + cross-border small package” export pilot.
The relevant person in charge of a local cross-border e-commerce company said, “The order-splitting operation model solves the problems of difficult shipments of small packages and long order collection cycles. Scattered orders can be independently declared and shipped out quickly, and the inventory turnover efficiency has been significantly improved.” The new model effectively reduces the operating costs of small and micro enterprises overseas and further enhances market competitiveness.

Focusing on the long-term and healthy development of the industry, Ningbo Customs has further extended supervision and services to corporate governance links, deepened the collaborative co-governance of customs and enterprises, explored a new paradigm of penetrating supervision of cross-border e-commerce, and continued to promote the “graded and classified” management of enterprises. On the basis of credit management, it implements differentiated supervision based on comprehensive compliance levels, credit status and on-site supervision.
While continuing to release policy dividends, Ningbo Customs will also promote the standardized declaration of export lists, improve the “simplified declaration” model, strengthen the management of export control items, prevent the risk of illegal exports through cross-border e-commerce channels, and explore cross-border e-commerce regulatory cooperation and exchanges with relevant foreign customs to strengthen cross-border e-commerce export operation monitoring and analysis research.
The relevant person in charge of Ningbo Customs said, “These 12 new policies are closely aligned with the actual development of the cross-border e-commerce industry and accurately meet the actual needs of enterprises for export returns, cross-border logistics, compliance operations, and category expansion. The next step will be to promote the implementation of measures one by one, dynamically solve the difficulties and difficulties in customs clearance for enterprises, and use institutional innovation to stimulate new momentum for cross-border e-commerce foreign trade.”
