In order to help enterprises fully realize the policy dividends, prevent operating risks, and steadily develop the market, on May 29, Nanyang Electronics Industry Association and Zhongguancun e-Valley (Nanyang) organized a number of key optoelectronics companies such as Kalqi Optoelectronics, Yiying Optoelectronics, and Pachang Optoelectronics to participate in a foreign trade policy tour seminar jointly organized by the Municipal Commerce Bureau, Nanyang Customs, Municipal Taxation Bureau, and Municipal Foreign Exchange Bureau.
This seminar brought together professional forces from multiple departments to form an all-round support system.
Nanyang Customs authoritatively interprets the qualification management of import and export enterprises, clarifying the core processes and regulatory points such as export filing and specific enterprise registration; the Nanyang Branch of the State Administration of Foreign Exchange systematically promotes five major contents including the concept of exchange rate risk neutrality and the pilot program to facilitate trade foreign exchange receipts and payments to guide
Enterprises reduce foreign exchange business costs; the Municipal Taxation Bureau explains in detail the export tax rebate declaration process and speed-up measures. In 2026, the export tax rebate rate for 127 categories of high value-added products such as precision optical instruments will be increased to 17%. Each million yuan of export volume can directly increase profits by approximately 20,000 to 40,000 yuan.
Nanyang Comprehensive Bonded Area, CITIC Insurance Nanyang Sales Department and a number of financial institutions shared topics on comprehensive bonded area policies, export credit insurance, foreign trade credit products, etc.
Currently, the global optoelectronics industry is in a critical stage of continuous upgrading. As an important global optical component processing base, Nanyang has a complete industrial chain and outstanding manufacturing capabilities. It is significantly more sensitive to fluctuations in overseas market demand and changes in trade rules.
Henan Province clearly supports enterprises to “go global”, providing up to 50% of booth fees and air ticket subsidies for enterprises participating in overseas exhibitions, and simultaneously launching a package of green channels for ODI registration, financial support for foreign economic projects, and export credit insurance premium subsidies.
In support of the policy, the Nanyang Commerce Department also regularly carries out the “100 Enterprises, 100 Exhibitions” market expansion campaign, organizing enterprises to participate in international exhibitions such as the Canton Fair and the International Import Expo, helping enterprises to grab orders and expand markets, and enable optoelectronic enterprises to move from “dare to think” to “dare to do”.
In the next step, Nanyang Photovoltaic Industry Association and Zhongguancun e-Valley will continue to track the implementation of various foreign trade policies in the optoelectronic field, provide “one-on-one” precise guidance and tracking services for the entire process of optoelectronic companies going overseas, focus on supporting key enterprises to expand emerging overseas markets, build overseas R&D and production centers, promote the upstream and downstream of Nanyang Photovoltaic industry chain to go overseas collaboratively, help Nanyang build an important national optoelectronic product export cluster, and inject core photovoltaic energy into the high-quality development of the city’s foreign trade.
