Luohu Digital RMB 2.0: Leading new changes in cross-border payments and supply chain finance

Luohu District, Shenzhen, has released an action plan to further promote the application of the digital yuan (e-CNY) and unveiled the first innovation hub dedicated to the currency. As the digital yuan enters its "2.0 era," the focus has shifted to high-impact use cases—such as cross-border trade, supply chain finance, and smart contracts—driving breakthroughs and development across multiple fronts.

On May 21, 2026, Luohu District, Shenzhen once again stood at the forefront of digital finance.
With the release of the “Work Plan for Further Promoting Digital RMB Application in Luohu District” and the unveiling of the first innovation space, digital RMB has officially entered the “2.0 era.”
The focus of this reform is no longer limited to simple consumption subsidies, but directly targets the three core scenarios of cross-border trade, supply chain finance and smart contracts.

As the “first place” for digital renminbi, Luohu’s move is of extraordinary significance, marking its shift from “pilot exploration” to “industrial agglomeration.”
The innovation space is located in Shum Yip Pacific Science and Technology Building in Luohu District. It is not only a display window, but also an ecological incubator.
The digital financial industrial park was simultaneously upgraded on site, and 10 companies covering blockchain and smart contract technologies signed contracts to build a complete industrial chain from technology research and development to scenario implementation.
At the same time, the newly released “Work Plan” clarifies the 2.0 path of “expanding scenarios, strengthening applications, and improving political efficiency”, making full use of Luohu’s Shenzhen-Hong Kong geographical advantages, and is committed to solving cross-border payment and small and medium-sized enterprise financing problems.

The core of this upgrade is to allow the digital renminbi to escape the limitations of a “wallet” and become the underlying engine that empowers the real economy.
In terms of cross-border payments, relying on the Multilateral Central Bank Digital Currency Bridge (mBridge) platform, Luohu has achieved an “ice-breaking” for cross-border settlements.
Previously, an enterprise has completed a single cross-border trade payment settlement of 68 million yuan, and the funds can be received in seconds with almost zero handling fees.
For a large number of foreign trade and gold and jewelry companies in Luohu, this undoubtedly means an exponential increase in capital turnover efficiency.

In the field of supply chain finance, the smart contract function of digital renminbi provides a solution to the common risks of long account periods and fund misappropriation among enterprises.
Taking the Shuibei gold jewelry case as an example, the bank issued a digital currency loan to the buyer’s wallet based on the purchase order. After the IoT device confirmed that the goods had been delivered and passed quality inspection, the smart contract automatically triggered the balance payment.
The funds run in a closed loop on the chain throughout the entire process, which not only guarantees sellers’ repayment, but also lowers the financing threshold for buyers.
In addition, the “contract factories” created by organizations such as “Huazhi Future” can automatically convert policy terms into payment rules.
In the scenario of government subsidies and project payment, it is set to automatically release funds after “the construction progress is reached” or “policy conditions are met” to prevent interception and misappropriation and realize transparent supervision of financial funds.

Ten major demonstration application scenarios were displayed at the event, marking the entry of digital currency applications into the “global ecology” stage.
It covers consumption subsidies, public transportation, and retail on the C-side (consumption), making payments more convenient, and red envelopes can be collected and used immediately; on the B-side (enterprises), supply chain finance, smart contracts, and account period management make financing faster and funds safer; on the G-side (government affairs), public payments, direct subsidies, and government settlements enable direct access to funds and the process is traceable; cross-border trade settlement and cross-border payment bring the advantages of low-cost consumption and foreign trade settlement between Shenzhen and Hong Kong.

Luohu also simultaneously released a list of the third batch of digital renminbi scenario opportunities in 2026, soliciting solutions from the society.
It focuses on the four major areas of people’s livelihood consumption, government services, supply chain finance, and cross-border trade.
This means that not only financial institutions, but also technology companies and entrepreneurial teams have the opportunity to participate in the construction of digital financial infrastructure and share policy dividends.

From the “nation’s first digital RMB red envelope” in 2020 to today’s “2.0 ecological version”, Luohu has once again proved its status as a “test field” in financial reform.
With the operation of the innovation space, the digital renminbi is transforming from a “novel experience” to the underlying force that reshapes business rules.
