In the first quarter of this year, the province’s cross-border e-commerce import and export increased by 46.6% year-on-year.
What deserves more attention than the growth rate is that a group of regions that had no cross-border e-commerce foundation in the past are making breakthroughs. Many cities have achieved “zero” cross-border e-commerce business. The province’s cross-border e-commerce is undergoing qualitative changes.
Since the beginning of this year, there have been nearly 900 new cross-border e-commerce companies in the province. The province has achieved more than 40 innovations from “0” to “1” such as the first launch of cross-border e-commerce orders, the first tax refund, and data “breaking zero”; Benxi, Jinzhou
Six cities, including Shenyang, Tieling, and Chaoyang, have successively passed the first cross-border e-commerce order; Shenyang, Dalian, and Yingkou have achieved full coverage of 4 cross-border e-commerce models; the remaining 11 cities and the Shenfu Demonstration Zone have covered 2 to 3 models.
Currently, Liaoning is focusing on cultivating 10 industrial belts, 20 key industrial parks, 50 key enterprises, and 20 independent brands to promote cross-border e-commerce from “point breakthroughs” to “chain momentum.”

The small town we walked into today has a great background.
This is the birthplace of China’s bearing industry – Wafangdian, Dalian.
When you walk in here, the two words that appear most frequently on the roadside signboard are “bearings”.
What are bearings used for?
Simply put, as long as there is rotation, bearings are almost indispensable.
Ruigu Technology, founded in 2006, produces cages, the key component of bearings.
This seemingly inconspicuous part witnesses the changes in the status of Liaoning manufacturing in the international market.
The competitiveness of Wafangdian Bearings in the international market continues to increase, and happy troubles also arise: traditional foreign trade sales are single, how can we make good products visible to more overseas customers?
The voice of Ruigu Technology is also the expectation of many industrial enterprises.
Traditional industries such as equipment manufacturing, metallurgy and petrochemicals in our province account for more than 90% of the province’s total foreign trade exports, but their adaptability to cross-border e-commerce is not high.
Because industrial products are highly specialized and have slow decision-making cycles, allowing them to go online requires a little exploration.
Dalian Huiying Machinery Co., Ltd. is one of the earliest industrial enterprises in Wafangdian to explore cross-border e-commerce. It has now set up its own overseas website.
Looking at Liaoning, there are many products that have the foundation to go overseas, such as robots from Shenyang, green petrochemicals from Dalian, equipment manufacturing from Anshan, handicrafts from Fushun, etc.
In the past, they relied more on traders and offline exhibitions to find orders; since this year, more Liaoning products have begun to go abroad through cross-border e-commerce.
In Fuxin, a pair of small wearable armors have also begun to win over foreign consumers with the help of cross-border e-commerce.
Local companies rely on the resources of Fuxin, the “Agate Capital of the World”, to process small agate gravels into mini accessories, and then embed them into the nail surface to create new Chinese-style unique items.
Cross-border e-commerce changes not only individual products, but also drives the coordinated development of upstream and downstream products.
Liaoning Bingqi Refrigeration Co., Ltd. in Fuxin City first exported small refrigeration components. Now, it has integrated more than 50 suppliers and shifted from selling single parts to providing complete sets of equipment and customized refrigeration solutions.
Cross-border e-commerce is changing the competitive logic of products overseas.
In the past, we fought for channels, but now we have to fight for brands.
“Liao Zihao” products can reach overseas consumers directly, and it is easier for companies to move from exporting products to overseas markets and move towards exporting brands overseas.
We have good products, but we just got the ticket to go overseas.
Enterprises also need to understand platform rules, international logistics, etc.
Cross-border e-commerce seems to be “selling the world with one network cable”, but in actual operation, it is a relay race with multi-link coordination.

In the TikTok cross-border e-commerce industrial park, a live broadcast for overseas consumers is ongoing.
Decompression toys, portable electric fans, and clothing may all be planted by overseas consumers because of a live broadcast or a short video.
For many companies, making products is familiar, but cross-border e-commerce is a new topic.
Last year, Alibaba’s AliExpress cross-border e-commerce industrial park was launched in Dalian. Its online platform can be understood as an overseas version of Taobao, where companies can open stores and display products to global buyers.
At the same time, the industrial park also undertakes training and incubation functions to help local companies make up for their shortcomings in cross-border e-commerce.
Since this year, leading platforms such as Alibaba, Amazon, and Walmart have accelerated their cooperation with Liaoning. Focus Technology, Shenzhen Granary, and Fujian Sea Lion have come to Liaoning for the first time to discuss layout.
Soho Group has strengthened its connection with Liaoyang Xiaobeihe Socks Industry, Huludao Swimwear and other characteristic industrial belts to help more companies borrow ships to go overseas.
After overseas consumers place orders on the platform, some products will first go to such “overseas transfer stations”.
This is Dalian Wanzhong Yuncang, which brings together commodities from all over the country, including apples from Yingkou, seafood from Zhangzi Island, textiles from Xinjiang, and small commodities from Jiangsu.
In the front, there is a product selection space for centralized display; in the back, there is an export bonded front warehouse.
Since the beginning of this year, the import and export volume of Wanzhong Cloud Warehouse services has reached 25 million yuan.
After leaving the front warehouse, which way the product should go mainly depends on its characteristics.
Large-volume, cost-sensitive goods can take container liners from the port; high-value goods that are in a hurry can choose air freight; goods with stable batches and long distances can take the China-Europe train; for markets such as Russia and Central Asia, TIR international road transportation is more flexible.
If you want overseas consumers to receive the goods faster, you can also put the goods into overseas warehouses in advance and wait for orders at the “doorsteps” of overseas consumers.
Since the beginning of this year, the number of cross-border e-commerce industrial parks (incubation centers) in the province has reached 43, which has doubled compared with last year. More than 1,700 companies have settled in the province, and the speed of industrial agglomeration has accelerated significantly.
At the same time, the province has a total of 162 overseas warehouses located in 41 countries and regions.
The territory of Liaoning’s cross-border e-commerce is accelerating.
If you think of cross-border e-commerce as an overseas journey, from finding customers to receiving payment, there are many links in between, and each level needs to be escorted.
In the Shenfu Demonstration Zone, Meituo Technology was stuck at the level of “finding customers.”
In order to solve the company’s problems, the local cross-border e-commerce team helped the company connect with professional service providers and chose the method of “short video seeding and traffic + independent station precipitation and conversion”.
First use short videos to attract overseas potential customers, and then guide interested customers to the company’s own independent website.
This year, the “Liaoning Province Action Plan to Promote the Accelerated Development of Cross-border E-commerce (2026-2028)”, “Liaoning Province’s 9 Policies and Measures to Promote the High-Quality Development of Cross-border E-commerce” and the “2026 Liaoning Cross-border E-commerce “1252” Cultivation Work Plan” were successively issued.
These policies cover areas such as entity cultivation, platform operations, customs clearance and tax rebates, and financial support, making companies feel more at ease when going overseas.
In terms of customs clearance, Liaoning Province has achieved smooth business under the cross-border e-commerce supervision codes (9610, 9710, 9810, 1210).
In April this year, a pet cat was exported to South Korea through the 9710 model. This export was the country’s first B2B export of live dogs and cats under cross-border e-commerce supervision, filling a gap in domestic business formats.
Since this year, Shenyang Customs has optimized the customs clearance process, and the online shopping bonded import list has increased by 67%.
Dalian Customs innovated its supervision model, and the total value of cross-border e-commerce imports and exports increased by 30% year-on-year.
Eight cities including Dandong, Panjin, Liaoyang and Huludao have achieved breakthroughs in cross-border e-commerce.
In the field of talent cultivation, the Provincial Department of Education and the Provincial Department of Commerce jointly promote the training of cross-border e-commerce talents in universities, with 56 colleges and universities participating; in the financial field, Liaoning is also vigorously promoting the implementation of the cross-border e-commerce electronic information settlement model.
In the first five months of 2026, with the accelerated implementation of various financial support policies, the settlement amount of cross-border e-commerce increased by 14% year-on-year, the number of cross-border e-commerce settlement entities increased by 64% year-on-year, and the number of cross-border e-commerce settlement transactions increased by 143% year-on-year.
The three curves show the results of financial support for cross-border e-commerce in Liaoning and the development potential of cross-border e-commerce in Liaoning.
Relying on ports, aviation, trains and digital platforms, more and more “Liao products” are connected to the global market.
The open Liaoning will also take a more proactive attitude to welcome the upcoming Summer Davos Forum.
