At a press conference themed “High-Quality Completion of the 14th Five-Year Plan,” it was revealed that Jinan’s foreign trade development has achieved remarkable results. As of the end of 2024, Jinan had 6,646 enterprises with import and export performance, a net increase of 2,439 from 4,207 in 2020. Furthermore, the leading enterprises’ driving effect has continued to strengthen; in 2024, the top 20 foreign trade enterprises completed import and export of 113.51 billion yuan, an increase of 46.9 percentage points from 77.29 billion yuan in 2020. During the 14th Five-Year Plan period, the global environment was complex and volatile, and foreign trade development faced significant pressure. However, Jinan introduced a series of pragmatic measures to stabilize foreign trade, promoting overall steady progress and a steady improvement in quality and efficiency. The city’s import and export volume has successively crossed three thresholds: 150 billion yuan, 200 billion yuan, and 250 billion yuan. From 138.27 billion yuan at the end of the 13th Five-Year Plan period, it is projected to reach approximately 290 billion yuan in 2025, an increase of 150 billion yuan over five years, achieving a doubling of growth. The total import and export volume has achieved a breakthrough, entering the top four in the province for the first time. To improve the development ecosystem and enhance the level of foreign trade development, the Jinan Municipal Bureau of Commerce has thoroughly implemented the work arrangements of the Municipal Party Committee and the Municipal Government, firmly establishing the concept of “projects as king.” On the one hand, it has thoroughly implemented the central and provincial policies for stabilizing foreign trade, issued municipal policy documents, published a list of foreign trade service enterprises, and vigorously cultivated and incubated AEO enterprises, providing convenient conditions for enterprises to expand into international markets. On the other hand, it has focused on serving key enterprises, providing “point-to-point” contact and “one-enterprise-one-policy” solutions to the development problems of the top 150 key enterprises, which account for 78% of the city’s total import and export volume, stabilizing the city’s foreign trade fundamentals. In addition, it has strengthened investment promotion and supply chain connections, promoted brand development, and established the “Jinan Foreign Trade Premium Products Database.”
In terms of market development, the Jinan Municipal Bureau of Commerce adheres to the principle of internal and external coordination. For “going global,” it implements the “Thousands of Enterprises, Hundreds of Exhibitions” initiative to explore international markets, participates in national-level economic and trade activities, organizes enterprises to participate in domestic and international exhibitions, stabilizes the scale of traditional market business, and increases the market share of emerging markets. For “bringing in,” it focuses on key product categories, makes good use of policies, utilizes resources to hold special events, invites foreign merchants to Jinan for direct sourcing, and also holds supply and demand matching activities to help enterprises connect with key markets. By the end of 2024, Jinan had 234 trading partners, an increase of 12 compared to 2020. Trade with countries participating in the Belt and Road Initiative, ASEAN, and Latin American countries further expanded, with average annual growth rates reaching 19.6%, 14.5%, and 20.3%, respectively. In cultivating emerging business models, the Jinan Municipal Bureau of Commerce focuses on cross-border e-commerce, overseas warehouses, and used car exports. It vigorously develops cross-border e-commerce, implements the “Cross-border E-commerce + Industrial Belt” initiative, improves the level of development facilitation, has built a cross-border e-commerce industrial park, and carries out “Cross-border E-commerce + New Retail” business. By the end of 2025, a total of 116 used car companies in the city had obtained export qualifications, exporting a total of 7,041 used cars to 76 countries, and operating 20 overseas warehouses globally.
