Recently, in the conference room 301 of the Cuizhai Area Enterprise Service Center in Jinan’s starting area, discussions were taking place and the exchange atmosphere was lively – the Cuizhai Area Robot Industry Development Scenario Matching Meeting was being held here. This is the third scene matchmaking meeting organized by the Cuizhai Area Enterprise Service Center.
This time the scene matching meeting is a little different. There is no lengthy speech, no signing ceremony, only a long table, a TV and a group of people who talk seriously about “scenarios and technology”.
Responsible comrades from seven companies including Shandong Railway Investment Zhike, Shandong Kechuang Group, Shandong Guosu, the District Fire Rescue Brigade Yellow River Fire Rescue Station, as well as Shandong Youbaote Intelligent Robot, Shandong Xinnao Robot, and First Investment Transportation Group sat together and held a special meeting – not to show off technology, not to attract investment, and to clarify three things: What capabilities do I have?
What opportunities can I offer?
Who can partner with me?
This seemingly simple matchmaking meeting has a big move behind it: a month ago, Shandong Province announced the list of the first batch of provincial-level scene innovation laboratories. The “Embodied Intelligent Robot Scenario Laboratory” in Jinan’s starting area was successfully selected and became the only representative in the field of robotics among the 12 first batch laboratories in the province.
From “listing” to “actual combat”, this meeting is the first shot.
The capability side is directly connected to the opportunity side
Seven companies sit together, each with their own “concerns” – some are capability scenarios, with hard-core products in hand but cannot find suitable implementation scenarios; some are opportunity scenarios, where production lines, projects, and buildings are placed, waiting for good technology to fill the gaps.
The four scenario demand parties presented their “opportunity lists” and “posted lists” on the spot seeking technology.

The responsible comrade of Shandong Tietou Zhike Company got straight to the point: “The three directions of industrial robots and intelligent manufacturing of machinery and equipment have clear scenarios, but there is a lack of good products to connect them.” Shandong Guosu Development Co., Ltd. started from the perspective of security: “We are deeply involved in artificial intelligence + education, industrial sectors and industrial clusters, and hope to introduce robot + camera scenarios to upgrade campus and enterprise security from ‘civil air defense’
The level is ‘technical prevention’.”
The demand brought by the person in charge of the Huanghe Fire Rescue Station of the District Fire Rescue Brigade is more urgent: “Fires in super-high-rise buildings and new energy plants cannot be entered and people cannot see clearly.
We need detection robots to carry sensors into the fire area and send back data in real time to confirm the fire point, buy time for fire extinguishing, and reduce casualties.”
The technical side is also prepared.

The next step will be to delve into the needs of more industry scenarios, refine solutions for various industries, and effectively solve the pain points of various industries.” The responsible comrade of Shandong Xinnao Robot Technology Co., Ltd. said: “We are an enterprise with strong independent research and development capabilities.
The products include intelligent control systems, interactive teaching systems, industrial robots, etc., and can also provide enterprises with integrated intelligent application solutions.
“We don’t want to be big and comprehensive, but we want to be sophisticated and in-depth. Every scene must have a company, a project, and an output.”
The person in charge of the Cuizhai District Enterprise Service Center said, “This matchmaking meeting is not the end, but the starting point. We want every scene to grow and let every company find a scene.”
Strategic direction, system cohesion
Enterprises dare to come to “showcase their assets” because the Jinan starting area has “hard cards” in hand.
This “hard card” comes from a clear set of playing methods – the “1+567” robot industry development idea.
“1”, a strategic positioning: the source of innovation in embodied intelligent robot scenarios in Shandong Province.
What Jinan Startup Zone needs to do is not to simply gather industries, but to start from the scene and let technology find the ground for implementation.
“5”, five keywords: research, testing, production, application, and gathering – research and development, experimentation, industrialization, scenario application, and industry aggregation.
The five words are strung together in a line, and the goals point to the “three constructions”: building a scenario laboratory, building an embodied smart port, and building a strong future industrial park.
Step by step, let the blueprint steadily become reality.
“6”, six main directions: housekeeping, logistics, vehicle-road-cloud integration, low-altitude economy, high-end equipment, and commercial services.
“7”, seven measures are systematically promoted: a national public service platform, a core industry carrier, an industrial development fund, a comprehensive service agency, a robot industry talent highland, a number of multi-level robot application scenarios, and a robot industry policy system.

Jinan Startup Zone is pushing “scenarios” from paper to the ground, turning enterprises’ “waiting scenarios” into “having scenarios”.
Supply and demand are face to face, and cooperation has echoes
The significance of this matchmaking meeting is far more than just a discussion.
The “Action Plan on Supporting Scenario Cultivation and Open Application to Promote Breakthrough Development of New Productivity” issued by Shandong Province in May 2026 clearly states that by 2027, more than 500 scenario projects will be cultivated and the application and promotion of no less than 200 new technologies, new products, and new business formats will be promoted.
Jinan Starting Zone has been given the mission of “a pioneering test site for scene cultivation and opening in the province”.
But the implementation of the mission depends on the company’s “performance”.
This matchmaking meeting is to allow the supply side and demand side of the scene to have a “blind date” face to face.
After the meeting, responsible comrades from many companies communicated on-site, added WeChat, made appointments for inspections, and discussed cooperation. Ubot’s emergency rescue robot met the investigation needs of the fire rescue brigade, and Guosu’s AI+ education capabilities met the campus safety scene… The technology side looked for the scene, and the scene side looked for the technology. A complete chain from demand to plan, from technology to implementation, is interlocking link by link at this matchmaking meeting.
