On April 29, the first batch of 9610 cross-border e-commerce + TIR international transportation business in Jinan Customs District was shipped from the supervised operation area of Jinan International Mail Exchange Bureau, marking the official opening of a new channel of “cross-border e-commerce 9610 + TIR international road transport” at Jinan Postal Port, adding an efficient and convenient new international logistics path for cross-border e-commerce retail exports in Jinan Customs area.

As Jinan Postal Port’s first breakthrough exploration in the cross-border logistics model, the implementation of the “9610+TIR” business deeply integrates the cross-border e-commerce retail export supervision model with the facilitation advantages of international road transportation, filling the gap in the combination of Jinan’s postal cross-border e-commerce and TIR intermodal transport models.
“This is not only an innovation in the business model, but also provides more flexible and efficient logistics solutions for Luhuo to go overseas, and helps improve the quality and efficiency of Jinan’s cross-border e-commerce industry.” said the relevant person in charge of the Shandong Branch of China Postal Express Logistics Co., Ltd.

It is reported that this batch of export goods were declared through the cross-border e-commerce 9610 model. After strict inspection and compliance review by the Economic South Post Office Customs, they were transported by professional transporters with TIR qualifications. The final destination was Moscow, Russia.
The driver responsible for this transportation task said that it will drive along the designated route and exit through the Manzhouli Port in Inner Mongolia. The entire closed-loop transportation is expected to arrive at the destination in more than 10 days, achieving direct “door-to-door” delivery of goods.

It is understood that TIR international road transport, as the fourth largest cross-border logistics channel after air transport, sea transport, and railway transport, is established based on the United Nations Convention on International Road Transport. Its core advantage lies in “one declaration, one permit, and direct access throughout the entire journey.”
Its biggest feature is that there is no need to reload, change or unload goods during transportation, and the ports of contracting countries along the route do not carry out unpacking inspections unless necessary, significantly reducing intermediate links, effectively compressing transportation timeliness, and reducing comprehensive logistics costs for enterprises. It is especially suitable for cross-border e-commerce export needs of small parcels, multiple batches, and fast timeliness.

The “9610+TIR” innovative model means that after overseas consumers place orders on cross-border e-commerce platforms such as Ozon, domestic cross-border e-commerce companies go through the declaration procedures in accordance with the 9610 cross-border e-commerce retail export supervision requirements, and then hand over the goods to logistics companies with TIR operating qualifications for transportation. Through one-stop direct transportation, the goods are accurately delivered to overseas consumers, realizing the efficient connection of the whole chain of “declaration-inspection-transportation-delivery”.

Jinan Post Office and Customs focus on the high-quality development goals of Jinan Postal Port, proactively provide front-line services, and make every effort to ensure the smooth implementation of this first invoice business.
In response to the difficulties and blockages in the business development process, the customs contacted postal enterprises, logistics operators and transport units in advance, carried out special policy guidance, and clarified the declaration process, inspection standards and sealing requirements; set up a dedicated docking window to follow up on the whole process, and efficiently completed the document review, on-site inspection, vehicle body sealing and other supervision operations. At the same time, the customs improved the “local customs + exit port customs” collaborative linkage mechanism to ensure that TIR vehicles can go out smoothly and smoothly.

Compared with traditional transportation methods, TIR international road transportation has outstanding advantages such as flexibility, low dependence on infrastructure, and convenient loading and unloading. It is highly consistent with the small and high-frequency characteristics of Jinan postal port delivery business, and can effectively solve the pain points of slow turnover, high cost, and poor connection of cross-border e-commerce small package export logistics.
The successful launch of the first ticket business is also an important measure for Jinan to improve the multi-modal three-dimensional logistics network of “air, rail, sea and road” and promote the innovation and functional upgrade of the delivery port.

In the next step, Shandong Post will fully rely on the advantages of Jinan’s regional transportation hub and postal port resources, continue to deepen the application of TIR cross-border transportation mode, continue to expand transportation routes to key markets such as Russia and Central Asia, and combine existing innovative measures such as front-loading warehouses and Ozon platform customs transfer to further optimize the allocation of logistics resources, improve service efficiency, continue to reduce export costs for enterprises, and shorten transportation timeliness.
At the same time, Jinan Post Office and Customs will continue to optimize regulatory services, deepen customs-enterprise collaboration, promote more innovative cross-border e-commerce models to take root at Jinan postal ports, continuously improve the radiation level of the ports, and inject strong impetus into the high-quality development of Jinan’s new foreign trade formats.
