Licensed payment institution Jialian Payment recently completed core management adjustments.
With the approval of the People’s Bank of China, Lin Qinghua officially took over as the company’s general manager. The original general manager Yang Meilin resigned after serving for about two years and four months.
This is the second major personnel adjustment of Jialian Payment in the past three years. It has also been interpreted by the market as a key signal for the company’s strategic transformation from “compliance and stability” to “incremental breakthrough”.

As a wholly-owned subsidiary of Xinguodu (300130.SZ), Jialian Payment was established in 2009. In 2012, it obtained a payment license from the Central Bank and has national bank card acquiring qualifications.
In 2023, the company successfully completed the renewal of its license and became one of the first payment institutions to successfully renew its license after suspension.
The change of general manager has been approved by the central bank, marking that the company’s governance structure has officially entered a new stage.
Public information shows that Lin Qinghua will be fully responsible for the daily operations and strategic promotion of Jialian Payment, focusing on the optimization of existing acquiring business, the expansion of cross-border payments and the implementation of digital renminbi scenarios.
Jialian Payment has continued to increase its presence in the field of cross-border payments in recent years.
The company uses Hong Kong as its first stop for overseas acquiring, focusing on key markets in Southeast Asia. Through cooperation with overseas licensed institutions and banks, the company has completed market expansion, scenario entry and full-link verification of clearing and settlement.
In 2025, the company completed the local acquisition pilot in Singapore, and the peak monthly turnover in the second half of the year exceeded 18 million yuan.

At the same time, Jialian continues to promote the construction of its own license and local account system, has been approved for the MSB license, and is actively promoting the implementation of the MSO license.
The company’s foreign card acquiring business has covered 331 cities and 12 key industries across the country, forming a comprehensive acceptance network for inbound consumption, cross-border business travel and international customer groups.
Next step, Jialian Payment plans to combine the overseas brand NovaPayor and the existing cross-border business foundation to explore the integrated application of digital renminbi and cross-border collection, B2B settlement, inbound consumption acceptance and other scenarios.
The arrival of new general manager Lin Qinghua is seen as a key thrust in accelerating the implementation of this strategy.
Industry analysts pointed out that in the context of improving Sino-US relations and the internationalization of the RMB, payment institutions with national acquiring licenses, overseas local licensing capabilities and digital RMB technology reserves will take the initiative in the next round of cross-border payment competition.
Jialian Payment’s “change of leadership” is not only a response to competition in the existing market, but also a clear bet on the new growth curve.
Jialian Payment stated that the company will continue to adhere to compliance operations, consolidate the foundation of the national acquiring network, and at the same time accelerate overseas layout and digital renminbi innovation, and strive to form differentiated advantages in cross-border payments, B2B settlement, inbound consumption and other fields.
Lin Qinghua’s appointment will effectively promote the company’s transformation from a “payment channel” to an integrated service provider of “scenario + technology + settlement”.
