In the first quarter of this year, my country’s cross-border e-commerce has developed well, with impressive results in import and export scale.
Data show that in the first quarter, my country’s cross-border e-commerce import and export volume was 618.46 billion yuan, of which exports were 473.55 billion yuan and imports were 144.91 billion yuan, with export business accounting for 76%.

At the press conference of the State Council Information Office held on the morning of April 14, Lu Daliang, spokesperson of the General Administration of Customs and Director of the Statistics and Analysis Department, revealed that imports and exports in the first quarter of this year exceeded 11 trillion yuan, the first time in the same period in history, and the quarterly growth rate was also the highest in the past five years.
Against the background of such a good start in foreign trade, the development of cross-border e-commerce has attracted much attention.
This year’s “Government Work Report” proposes to “promote the expansion and upgrading of the cross-border e-commerce plus overseas warehouse model, and standardize and orderly development.”
The General Administration of Customs conscientiously implemented relevant arrangements and mainly carried out three aspects of work.
First of all, starting from April 1 this year, the cross-customs area return model for cross-border e-commerce retail exports will be fully promoted in customs across the country.
Under this model, when a cross-border e-commerce company’s retail export goods are returned overseas, they can flexibly choose any port across the country to handle the return and entry procedures, effectively solving the industry pain point of difficulty in returns and giving the company more security in the cross-border e-commerce business.

Secondly, innovation supports the “TIR + cross-border e-commerce” logistics model.
TIR is the Convention on International Road Transport. Goods transported through TIR do not need to be repeatedly inspected or changed vehicles for reloading in the contracting countries. This can significantly reduce transportation time and logistics costs, making it easier for e-commerce goods to enter thousands of households at home and abroad, further promoting the logistics efficiency of cross-border e-commerce.
Finally, strengthen the collaborative governance between customs and cross-border e-commerce companies.
Customs and e-commerce platforms jointly build a “pre-supervision warehouse” to pre-position customs supervision into the production operations of enterprises.
This can not only achieve effective supervision, but also greatly reduce the customs clearance time and logistics costs of cross-border e-commerce companies, achieving both regulatory effectiveness and logistics efficiency.
With the gradual implementation of these measures, my country’s cross-border e-commerce is expected to continue to maintain a good development momentum in the future, injecting new vitality into the stable growth of my country’s foreign trade.
At the same time, it will also provide stronger support for Chinese products to go global, allowing more Chinese products to show their unique charm and value in the global market.
