Heavy! The Ministry of Commerce’s new regulations are implemented, and 10 US companies are blacklisted and controlled

2026年6月22日,商务部发布出口管制公告,将十家美国企业划入出口管控名单,涉及多个关键行业,旨在守护国内安全并履行国际防扩散义务。

On June 22, 2026, the Ministry of Commerce officially issued Export Control Announcement No. 23 of 2026, which took effect immediately on that day and directly added ten U.S. companies to the export control list.

This control is to protect domestic security and fulfill international non-proliferation-related obligations. The control objects cover multiple key industries such as drones, robots, aviation and military industry, and rare earth materials, including drone manufacturers, defense companies, and rare earth processing companies. A total of ten entities.

Briefly explain the core control rules:

  • Domestic merchants are no longer allowed to export dual-use related items to these ten companies; any institution or individual at home and abroad cannot re-supply Chinese-related materials to them, and all related businesses that are cooperating will be stopped immediately.
  • Only under special circumstances, enterprises can submit separate application materials to the Ministry of Commerce, and only after approval can they carry out relevant exports.

The ten companies on the list are Ivy Oaks, Red Cat Holdings, Teal UAV, IMSAR, Jaya Robotics, Ball Aerospace, Oshkosh Defense, L3 Harris Maritime, Mountain Pass Materials, and American Rare Earth Corporation. The complete address information of each company is attached in the announcement.

Many people wonder what the significance of this control is. Materials such as rare earths, aviation, and drones are all key strategic materials. Once they continue to flow into related companies, they will bring security risks.
This precise delineation of the list of enterprises is not a one-size-fits-all restriction on foreign trade, but a targeted security line of defense, so that ordinary foreign trade businesses that comply with regulations will not be affected at all.

From a national security perspective, the flow of these key strategic materials must be strictly controlled.
For example, rare earth materials are indispensable raw materials for many high-tech products and are widely used in electronics, new energy and other fields.
If these materials flow uncontrollably into some companies that may pose a threat to our country’s security, our country’s advantages in related fields may be weakened, and we may even face risks such as technology leakage.

For companies engaged in import and export business, this control is an important reminder.
Be sure to check this control list to avoid losses caused by unintentional violations.
For companies with relevant export plans, it is very necessary to check the official announcement in advance to confirm the restriction requirements.
This can not only help companies avoid unnecessary legal risks, but also ensure that their business activities comply with national policy guidance.

The Ministry of Commerce’s export control measures are an important measure for my country to safeguard national security and international non-proliferation obligations.
While ensuring national security, it also provides a healthier and orderly development environment for my country’s foreign trade market.
It is believed that under the guidance of such policies, my country’s foreign trade industry will be able to better cope with various challenges and achieve sustainable development.
