Recently, relevant data shows that the cross-border e-commerce export business of the Harbin Area of the China (Heilongjiang) Pilot Free Trade Zone achieved leapfrog development in 2025. From the resumption of business in July 2025 to the end of the year, Harbin Customs supervised a total of 6.186 million cross-border e-commerce export shipments to Russia, with a value of 265 million yuan, representing increases of 2.32 times and 2.89 times respectively compared to the whole of 2024, setting a new historical record.
Based on the advantages of the Harbin Cross-border E-commerce Comprehensive Pilot Zone, Harbin Customs actively launched a series of innovative regulatory measures to fully support the development of new cross-border e-commerce business models. By establishing a customized assistance mechanism for each enterprise and fully implementing the “simplified declaration” preferential policy, the customs commodity code was reduced from 10 digits to 4 digits, improving the declaration efficiency of enterprises by 70%.

To ensure smooth logistics, Harbin Customs fully implemented a "7×24-hour" appointment-based customs clearance service, and innovatively implemented "inspection first, loading later" and "loading first, inspection later" operation modes to ensure that import and export goods are "inspected upon arrival and released immediately upon inspection." Especially during peak business periods such as "Double 12," the average daily inspection and release of cross-border e-commerce parcels exceeded 100,000 pieces, effectively guaranteeing the export needs of enterprises. In terms of regulatory innovation, Harbin Customs guided enterprises to innovate the "synchronous registration" model for supervised vehicles, enabling cross-border e-commerce exports to reach Russia "directly by vehicle." Under this model, goods are neither reloaded nor unloaded at the port of exit, helping enterprises reduce logistics costs by over 20% and significantly improve logistics efficiency. This innovative case has been selected as a provincial-level outstanding practice case. Harbin Customs also enhances regulatory efficiency through technological means, fully utilizing CT scanners, X-ray machines for intelligent image review, and risk control to implement "non-intrusive inspection," achieving rapid release of goods. Simultaneously, a collaborative mechanism has been established with port customs to achieve real-time information sharing on inspection and transit, constructing a new integrated rapid customs clearance pattern of "local jurisdiction + port." "The customs' innovative measures have truly made things convenient for us," said Han Yong, head of Harbin New Area Storage and Transportation Management Co., Ltd. "Especially the simplified declaration and 24-hour customs clearance services, which helped us seize the peak sales season in the Russian market, resulting in a significant increase in business volume." Moving forward, Harbin Customs will continue to optimize regulatory services, taking the development of Harbin's export-oriented economy as an important responsibility, supporting enterprises in expanding into international markets, and injecting new momentum into the high-quality development of new foreign trade formats in Heilongjiang Province.
