On June 19, the People’s Government of Guangdong Province issued the “Implementation Plan for Promoting Capacity Expansion and Quality Improvement of the Service Industry in Guangdong Province.”
The plan proposes to strive to increase the added value of the province’s service industry to exceed 11 trillion yuan by 2030 and accelerate the establishment of a high-quality and efficient modern service industry system.
In terms of infrastructure construction, Guangdong has accelerated the construction of the Guangdong-Hong Kong-Macao Greater Bay Area hub of the national integrated computing network, optimized the spatial layout of data centers, vigorously developed edge computing, and created a “cloud-edge-device” collaborative computing service system.
At the same time, we have forward-looking plans for 6G technology and satellite Internet, established the Guangdong Province 6G Industry Innovation and Development Alliance, promoted ministry-provincial 6G collaborative pilots, and focused on characteristic scenarios such as embodied intelligence, intelligent connected vehicles, low-altitude economy, and marine economy to create application benchmarks.
Comprehensive planning has also been carried out in various subdivisions of the service industry.
In the wholesale, retail, accommodation and catering industry, the wholesale industry has strengthened its connections with supply chain companies, introduced headquarters and projects, and promoted the integration of traditional wholesale and new business formats; the retail industry has built a modern retail system, developed diversified business formats, and promoted consumption; the accommodation industry has optimized its supply system, developed specialty hotels and new business formats; and the catering industry has developed local catering brands, attracted well-known enterprises, and promoted digital and intelligent transformation.
In terms of the financial industry, the banking industry optimizes services around the “five major articles” of finance and deepens the connection between government, banks and enterprises; the securities industry cultivates and strengthens investment banks and institutions and utilizes the functions of the capital market; the insurance industry encourages the differentiated development of institutions and strengthens insurance support for key industries; local financial organizations improve policies and develop financial leasing and other businesses.
Information transmission, software and information technology service industries should lay out information infrastructure appropriately in advance to promote industrial transformation and development.
The real estate industry must achieve stable and healthy development and optimize development and operation, property management, intermediary services, leasing operations and other aspects.
The leasing and business service industry will expand in capacity and improve quality, including developing multiple service models in the leasing industry, cultivating world-class law firms for legal services, and improving professional services in consultation and investigation.
The transportation, warehousing and postal industries should develop efficient transportation services, improve the cargo transportation structure, and strengthen the construction of warehousing facilities.
The science and technology service industry accelerates high-quality development, research and experimental development support enterprises to establish R&D institutions, the professional technical service industry promotes the construction of design and testing certification capabilities, and the science and technology promotion and application service industry builds an intellectual property service system.
The culture, sports and entertainment industries develop in response to market demand, the news and publishing industry transforms and develops digital publishing, the radio, television, film and sound recording production industries cultivate leading film and television enterprises, the culture and art industry promotes traditional cultural innovation, sports develops the event economy, and the entertainment industry increases healthy business formats.
Resident services, repairs and other service industries will improve service quality, and the non-profit service industry will improve the development level in education, health, water conservancy and other fields.
Other key areas of service industry include promoting internationalization of service trade, creating world-class tourism destinations, and there are also corresponding development plans for elderly care, childcare, and pet services.
In addition, the plan also proposes to create an ecology and atmosphere conducive to the high-quality development of the service industry, including establishing the “Guangdong Service” brand, cultivating and expanding market entities, strengthening infrastructure support, promoting the application of artificial intelligence, strengthening factor support and guarantees, and improving the comprehensive supporting facilities of the park.
All localities and departments will promote the high-quality development of the service industry according to local conditions.
