From “breaking zero” to “breaking the circle”: Liaoning’s cross-border e-commerce has created new potential for foreign trade growth

Not long ago, in the cargo area of Shenyang Taoxian International Airport, a British shorthair cat took a flight to Seoul, South Korea, after completing the entire process of chip implantation, immunity certification, antibody testing, and customs inspection. This was the country’s first live pet export business declared in the cross-border e-commerce B2B direct export (9710) mode, and it also opened up a new industry track for Liaoning’s cross-border e-commerce.
At almost the same time, Liaoning specialty products such as Benxi edible oil, Fuxin agate jewelry, and Fushun wax products also entered overseas markets through cross-border e-commerce channels.

A few days ago, in the Wanzhong Yuncang Cross-border E-commerce Industrial Park in the Dalian area of Liaoning Free Trade Zone, 1,920 boxes of frozen garlic vermicelli scallops with a total weight of about 7.3 tons successfully completed the “9710” cross-border e-commerce customs clearance procedures and were shipped to the North American market. This is the first batch of aquatic products exported from Dalian under this model.
The person in charge of the company said that the new model’s customs clearance time is two days faster than traditional trade, which can fully guarantee the freshness of aquatic products and provide new ideas for the subsequent export of more characteristic aquatic products to the sea.

Since 2026, various cross-border export “first orders” have been launched in many cities in Liaoning: Yingkou launched the province’s first “9610+TIR” export business, Tieling’s “9710” and “9810” two major models achieved “double-zero breakthroughs”, and Panjin intangible cultural heritage was exported through cross-border e-commerce for the first time… More and more Liaoning specialty products rely on cross-border e-commerce to connect with the global market, and the vitality of related industries continues to be released.
Data show that in the first quarter of 2026, cross-border e-commerce imports and exports in Liaoning Province increased by 46.6% year-on-year, with more than 400 new cross-border e-commerce companies, and many cities and towns achieved breakthroughs in cross-border e-commerce business “from 0 to 1”.
At present, the province has built 43 provincial-level cross-border e-commerce industrial parks, with more than 700 companies settled there. The three cities of Shenyang, Dalian and Yingkou have achieved full coverage of 4 cross-border e-commerce models, and other prefectures and cities have also covered 2 to 3 models. A total of more than 500 cross-border e-commerce cultivation and docking activities have been carried out at the provincial, city and county levels.

The rapid rise of cross-border e-commerce in Liaoning is the result of the combined effect of policy promotion and industrial upgrading needs.
At the policy level, Liaoning has clearly regarded cross-border e-commerce as an important path to cultivate new growth points in foreign trade. It has intensively introduced relevant action plans and nine supporting policies, established a special cross-department cross-border e-commerce work class, and coordinated to solve the bottlenecks in the coordinated development of the industry.
At the industrial level, the local area focuses on 22 advantageous industrial clusters and specialty products, and cultivates 10 cross-border e-commerce characteristic industry belts such as textiles and apparel, auto parts, and specialty agricultural products, and realizes the deep binding of industrial supply chains and cross-border channels.
In Huludao Xingcheng, an important national swimwear industry base, local companies sell directly to overseas consumers through cross-border e-commerce, and their profit margins are several times higher than the traditional OEM model. Textile and apparel companies in Xiliu Town, Anshan, rely on the two-way empowerment of “source industry belt + cross-border new channels” and currently occupy 30% of the global ski wear market. Many factories in the Xiaobeihe Socks Industry Belt in Liaoyang have also established their own brands through cross-border e-commerce platforms. For the first time, they directly control overseas market feedback and brand pricing power, breaking the shackles of low-price competition.

However, industry insiders also pointed out that compared with developed cross-border e-commerce provinces such as Guangdong, Zhejiang, and Fujian, Liaoning is still in the industrial catch-up stage. The current proportion of cross-border e-commerce in the province’s total foreign trade is still lower than the national average, and enterprises still have obvious shortcomings in their operational capabilities in areas such as brand services, digital marketing, overseas compliance, and intellectual property protection.
From 2026 to 2028, Liaoning will continue to increase the layout of overseas warehouses, incubate characteristic industrial belts, and cultivate local cross-border brands, link the cross-border resources of the three northeastern provinces, rely on geographical advantages and RCEP economic and trade dividends, deeply explore the Northeast and Southeast Asian markets, expand the China-Europe cross-border e-commerce freight channels, promote more “Liaozihao” products to upgrade from “selling global goods” to “creating global brands”, and complete the deep transformation of the cross-border e-commerce industry.
