Focus on cross-border e-commerce compliance and overseas expansion, conduct multiple surveys to jointly promote industry development

The Private Enterprise Branch of the China Association of Chief Financial Officers (CACFO) visited the Shenzhen Chamber of Commerce for a fact-finding tour. Discussions focused on topics such as management accounting for private enterprises and tax issues related to business expansion overseas; additionally, a seminar on cross-border e-commerce tax compliance was held to explore industry pain points and potential solutions.

A few days ago, the Executive Chairman of the Private Branch of the ACCCIM visited the Shenzhen Chamber of Commerce and had in-depth exchanges with members of the Standing Committee of the Shenzhen Municipal People’s Congress, Secretary of the Joint Party Committee of the Shenzhen Chamber of Commerce, chairman and founder of Shenzhen Guofu Gold Co., Ltd., heirs of the Xu Beihong family, and heads of many listed companies.
All parties put forward insights and ideas based on their own field experience and industry insights.

The president elaborated on the current problems and difficulties of private enterprises in management accounting and response to the fourth phase of golden tax audits, and introduced and communicated with the participants on the relevant work of the private branch.
Regarding the tax-related issues of local companies going overseas that are currently attracting a lot of attention, he said that Shenzhen is at the forefront of Chinese companies going overseas, and he hopes to learn more about the situation of Shenzhen companies going overseas and find out common issues and experience that can be used for reference.

On March 31, the “In-depth Research Meeting on Cross-border E-commerce Tax Compliance and High-Quality Development of the Industry” hosted by the Shenzhen Chamber of Commerce and the Shenzhen Business Industry Overseas Alliance was successfully held at the Shenzhen Business Service Center.
The conference closely follows the core pain points of the implementation of tax policies in the cross-border e-commerce industry, with the core goal of “listening to the truth, observing the actual situation, and solving problems” to build an efficient platform for two-way communication between government and enterprises. It brings together cross-border e-commerce industry representatives and finance and taxation experts to discuss compliance management and jointly promote high-quality development of the industry.

The Secretary of the Joint Party Committee of Shenzhen Chamber of Commerce delivered a speech for the event. She solemnly stated that Shenzhen Chamber of Commerce will comprehensively listen to and systematically sort out every demand and suggestion of enterprises, form an objective and detailed special research report, and provide feedback to relevant government departments as quickly as possible. It will fully promote the resolution of urgent, difficult and anxious problems for enterprises, truly speak for enterprises, empower the industry, and continue to optimize the business environment of Shenzhen’s cross-border e-commerce industry.

As the core growth engine of Shenzhen’s foreign trade and an important starting point for opening up to the outside world, Shenzhen’s cross-border e-commerce industry leads the country in scale and its industrial chain is increasingly improving.
However, as the tax collection and administration system and policy details continue to be refined, companies are encountering many practical challenges in tax-related compliance practices and risk prevention and control.

The Secretary-General of the Taxation Professional Committee of the Private Branch of the ACCCIM demonstrated the full-process application of the enterprise tax risk management system on site.
The system covers the full closed-loop core functions of data management, risk assessment, risk response, compliance self-inspection, and statistical analysis, and can quickly realize the precise positioning and comprehensive investigation of corporate tax-related risks.
He also analyzed cases based on typical tax-related issues that frequently arise in the cross-border e-commerce industry, and gave targeted risk response plans and compliance optimization suggestions.

Representatives from participating companies conducted in-depth exchanges around four core topics and focused on releasing the real demands of the industry.
In view of the common pain points in the industry such as practical difficulties in the collection and administration of value-added tax and income tax, insufficient adaptation of professional capabilities in the export tax rebate process, double taxation of exported goods, lack of clear compliance guidelines for multi-store entities, and tax-related risks caused by differences in data pushed by platforms, company representatives spoke one by one and communicated candidly. They not only raised specific questions and confusions, but also shared their respective practical experiences in compliance operations. They learned from each other during exchanges and collisions, and built a consensus for the industry to develop as a team and build a compliance line of defense.
This research and exchange activity is of great significance in promoting the compliance and high-quality development of China’s cross-border e-commerce industry, and also provides strong support for Chinese products to be better sold around the world.
