Fitch: Adjustments to Indonesia’s commodity export management may affect corporate operations and finances

国际信用评级机构惠誉发布报告指出,印度尼西亚大宗商品出口管理机制调整,可能加大部分出口企业的经营和财务压力,不同企业受影响程度存在差异。

Fitch Ratings, an international credit rating agency, recently released a report stating that adjustments to Indonesia’s commodity export management mechanism may increase the operational and financial pressure faced by most export companies.
As the Indonesian government advances the reform of strategic commodity export management, the pricing flexibility and ability to control export earnings of companies in coal, crude palm oil, ferroalloy and other industries may be affected.

In order to improve strategic resource management capabilities and export management efficiency, the Indonesian government plans to arrange for PT Danantara Sumberdaya, a state-owned enterprise under the Indonesian National Investment Management Agency Danantara, to
Indonesia (DSI) unified management of strategic commodity exports, plans to cover coal, crude palm oil and ferroalloys and other commodities.
Indonesia said that DSI is mainly responsible for supervision and coordination functions and is not a comprehensive replacement of independent exports by enterprises.

Fitch Ratings believes that the relevant policy details, implementation methods and specific impacts still need to be clarified, and the final impact depends on the policy implementation arrangements.
There may be differences in the extent of the impact on different companies: companies with stable balance sheets, diversified business layouts, and strong cost control capabilities are expected to have stronger adaptability; while companies with higher business concentration, cash flow pressure, or investment needs may face greater operating pressure.

In the coal industry, Fitch pointed out that low-cost, low-leverage companies have relatively strong risk resistance capabilities.
Higher coal prices and the Indonesian government’s plan to increase production quotas may ease corporate cash flow pressures during the policy transition period.
However, export centralization adjustments may bring delays in logistics and administrative processes.

For the palm oil industry, Fitch stated that companies with diversified business regions are relatively limited in the impact of policy changes.
In contrast, companies whose business and revenue are highly concentrated in the Indonesian market may face greater pressure.
If exporters’ ability to manage customer relationships and prices declines after the policy is fully implemented, the cash flow of related companies may be affected.

Fitch Ratings stated that given that the long-term impact of policy adjustments on corporate profit margins, accounts receivable turnover and foreign exchange risk exposure is still unclear, the relevant risks have not yet been fully reflected in its basic rating assumptions.
If the implementation of subsequent policies leads to a decrease in corporate pricing power and pressure on cash flow, it may have an impact on the credit ratings of some mining companies.

Fitch Ratings also pointed out that Indonesia has strengthened its export revenue management policy in recent years, requiring export companies to retain part of their export revenue in domestic banks for a certain period of time. This policy, combined with the reform of centralized export management, may increase the pressure on companies’ foreign exchange management and cash flow fluctuations.
However, Fitch believes that most rated commodity export companies can still alleviate liquidity pressure through bank financing and other methods, including obtaining loans using retained export earnings as collateral, but related financing arrangements may push up corporate capital costs.
