Recently, the Feixian County People’s Government officially issued the “Feixian County Measures to Promote the Development of High-end Panels and Green Smart Home Industry Chains (Trial)” (Fei Zhengfa [2026] No. 3). Based on the local wood industry foundation, with special funds as the core, multi-dimensional and precise policies will be implemented to comprehensively promote the transformation and upgrading of the wood industry to high-end, green, digital and branding. The policy trial period is from January 1 to December 31, 2026.
The support policy introduced this time focuses on the development of the entire industry chain, and has set up six special support directions. A total of 14 million yuan of special funds have been invested annually. The funds are accurately allocated to key areas such as industrial expansion and quality improvement, plate upgrades, terminal extensions, supporting facilities, and financial support. It aims to solve the pain points of industrial development and make up for the shortcomings of the industrial chain.
In terms of industrial expansion and quality improvement, 4 million yuan of funds are allocated every year to encourage wood industry enterprises to increase capital and expand production, revitalize inefficient idle land, vigorously support technological transformation of enterprises, the introduction of advanced production equipment and digital transformation, and simultaneously support enterprises to carry out scientific and technological innovation, industrial design and independent brand cultivation, helping enterprises to expand their business scale and enhance their core competitiveness in the market. The county Industry and Information Technology Bureau and the County Science and Technology Bureau will take the lead in implementation.
In the process of plate transformation and upgrading, the annual special fund of 3 million yuan will focus on guiding traditional plate companies to transform into fine plate veneers, deepen the veneer processing link, create differentiated competitive advantages, and enhance product added value.
At the same time, enterprises are encouraged to develop green and environmentally friendly boards, special-shaped boards, extended boards and other special products to accurately meet the market demand for high-end customization and specialty customized home furnishings, and promote iterative upgrades of board products.
In order to extend the industrial chain and strengthen end products, the local government allocates 3 million yuan every year to support panel companies to expand downstream home end products such as wooden floors, wooden doors, cabinets, and wardrobes, and expand the scale of end product production capacity; enterprises are encouraged to carry out vertical integration of the industrial chain, and achieve integrated and intensive development through mergers and reorganizations of upstream and downstream inefficient enterprises.
In response to the improvement of standards in the upstream spin-leather industry, 2 million yuan of annual funds will guide the integration and reorganization of spin-leather enterprises, implement the “cooperative + company” joint operation model, promote enterprises to upgrade regulations and adopt standards, and achieve standardized operation and sustainable development of the industry while saving land resources and protecting the ecological environment.
At the level of industrial ecological optimization, a special fund of 2 million yuan has also been allocated to focus on supporting the development of wood industry supporting industries such as adhesives, woodworking machinery, decorative materials, and fine hardware, and cultivating production service industries such as transportation and logistics, inspection and testing, and management consulting, improving the supporting system of the entire industry chain, and consolidating the foundation for industrial development.
In terms of financial security, Feixian County has strengthened credit and guarantee support, guided financial institutions to increase credit lines for the wood industry, and promoted the expansion of special credit products such as “Wood Industry Upgrade Loan”, “Wood Industry License Loan” and “Wood Industry Processing Member Loan”; relying on accurate data portraits of enterprises, innovatively launched “Wood Industry Data Loan”, combined with financing guarantee policies, to effectively alleviate corporate financing problems and inject financial vitality into industrial upgrading.
This new policy has three distinct highlights.
First, the policy is highly targeted, focusing on the entire industry chain of high-end panels and green smart homes, formulating differentiated support standards for different links such as single boards, panels, terminals, and supporting equipment to accurately match the development needs of each link; second, the financial support is strong, with 14 million yuan of special funds every year covering the entire industry.
Key nodes of transformation and ecological construction provide solid financial guarantee for enterprise development; thirdly, the development direction is clear and clear, anchoring the development path of high-end, green, digital and branding, guiding enterprises to extend the industrial chain, improve supporting systems, and set a clear benchmark for the high-quality development of the local wood industry.
In the next step, with the implementation of supporting policies and taking effect, Feixian’s wood industry will accelerate its move away from the traditional extensive model and realize a full-chain jump from board raw materials to high-end home terminal products, helping the local area build a nationally renowned high-end board and green smart home industry cluster.
