Recently, China’s Ministry of Commerce and other eight departments jointly issued the “Implementation Opinions on Accelerating the Development of “Artificial Intelligence + Consumption”, proposing 17 specific measures in five aspects, including improving “artificial intelligence + commodity consumption” and expanding “artificial intelligence + service consumption”, to comprehensively promote artificial intelligence technology into ordinary households, cover various consumption scenarios, and inject new momentum into the upgrading of the consumer market.

In the field of commodity consumption, the “Opinions” clearly proposed to expand the supply of smart terminals, accelerate the launch of new generations of artificial intelligence mobile phones, smart computers, and smart TVs, widely promote smart home appliances, smart kitchens and bathrooms, smart lighting and other smart home products, and promote the iterative upgrade of traditional consumer electronics products from functional to smart.
At the same time, the policy specifically lays out a new track for the consumption of humanoid robots, supports relevant companies to accelerate the development of consumer-grade humanoid robots with multi-modal perception and scene adaptation capabilities, and promotes the rapid penetration of robot products from industrial scenarios to home, commercial and other consumption scenarios.
In addition, the policy also supports enterprises to integrate cutting-edge technologies such as AI, brain-computer interface, and augmented reality, develop and launch a number of new products with international competitiveness, build exclusive product launch platforms to help new AI products quickly reach consumers, and create an intelligent consumption ecosystem that links “people, cars, and homes” across all scenarios.

In the field of service consumption, the “Opinions” put forward a number of implementation measures around the five high-frequency consumption scenarios of home, elderly care, cultural tourism, accommodation and catering, and education and teaching, including research on incorporating smart homes and service applications into the “Good House” construction guide, guiding elderly care service institutions to equip intelligent nursing robots and rehabilitation robots, supporting 4A-level and above scenic spots to create AI+ real-life experience projects, applying artificial intelligence technology to improve the convenience of hotel check-in services for overseas personnel, etc., and comprehensively expanding the service application boundaries of AI technology.
In terms of business innovation and supporting support, the policy proposes to accelerate the intelligent transformation of wholesale and retail, e-commerce, and logistics distribution links, develop smart retail and smart business districts, improve the smart logistics and distribution system, and at the same time build a number of “artificial intelligence + consumption” clusters and A
The I Experience Center launches innovative consumption models such as AI product leasing, sharing, and trial use, and coordinates with existing policies such as new digital product purchases and trade-in, improves relevant standard systems and regulatory mechanisms, promotes cross-industry and cross-brand product interconnection, and clears obstacles for the development of the AI consumer market.
Previously announced tax invoice data show that from January to April 2026, China’s sales revenue from electronic special materials manufacturing and integrated circuit manufacturing directly related to the production and application of artificial intelligence increased by 70% and 54.4% respectively year-on-year. Sales revenue from smart vehicle-mounted equipment and robots related to AI terminal applications increased by 50.7% and 27.5% respectively year-on-year. The growth momentum of the artificial intelligence industry has emerged.
Industry analysts pointed out that the introduction of this policy will not only drive the growth of smart terminal consumption in the short term, but also categories such as artificial intelligence mobile phones, whole-house smart phones, and home robots will directly benefit from policy support and local trade-in subsidies. In the medium and long term, smart business districts, AI+ cultural tourism, home smart services and other fields are expected to form a trillion-level incremental market, while driving the coordinated development of upstream chips, large models, and sensor industry chains.
For foreign trade practitioners, the production capacity and technological advantages of China’s AI-related products will be further highlighted, bringing a more competitive product supply to global buyers and creating new development opportunities for China’s smart products to go overseas.
