DBS Bank obtains RMB clearing bank qualification in Singapore, contributing to the improvement of the RMB cross-border payment ecosystem.

On January 12, 2026, the central bank announced that DBS Bank had been granted the status of RMB clearing bank for Singapore. As a direct participant in CIPS from overseas, the bank will enhance cross-border RMB clearing channels in Southeast Asia and, leveraging its dual strengths in profitability and technology, drive the development of the cross-border RMB payment ecosystem.

On January 12, 2026, the People’s Bank of China confirmed in its latest announcement that DBS Bank had been granted RMB clearing bank status in Singapore. This news was like a bombshell, attracting widespread attention in the financial sector. As a direct overseas participant in CIPS, DBS Bank will further improve the cross-border clearing channel in Southeast Asia, injecting new vitality and momentum into regional cross-border payments. DBS Bank’s high profitability stems from its three core advantages: a strong scale and favorable application scenarios. It is the first Singaporean bank to obtain this qualification, having already been approved as a direct overseas participant in CIPS in September 2025. Now, with the addition of clearing bank functions, it can directly collaborate with CIPS to process cross-border settlements in Southeast Asian energy and commodities. The region’s RMB settlement volume exceeded RMB 800 billion in 2025, providing solid support for DBS Bank’s profitability. Furthermore, the simultaneous approval of its over-the-counter business in the interbank bond market allows it to achieve interconnectivity between cross-border finance and capital markets, expanding its high-yield business scenarios such as RMB-denominated financial instrument investment and overseas custody. From an industry perspective, CIPS currently boasts 190 direct participants and 1,567 indirect participants, with overseas direct participants accounting for 73%. DBS Bank can leverage this vast network to achieve economies of scale, coupled with a 40% increase in capital turnover efficiency brought by the “real-time gross + timed net” hybrid settlement model, significantly reducing liquidity costs and further expanding profit margins. Moreover, DBS Bank is deeply rooted in Asia’s three major growth axes, with continuous revenue growth in retail banking and wealth management businesses, and related segment revenue growth reaching 4% in 2025. Cross-border payment business has created synergistic benefits with existing businesses. Technological strength is the core support for DBS Bank’s foothold in the CIPS ecosystem, permeating the entire chain of clearing efficiency, security, and international adaptation. It adopts a dual-track model of blockchain + CIPS, with blockchain ensuring the security and transparency of small transactions and CIPS ensuring the stability and smoothness of large transactions. Simultaneously, it incorporates a dynamic threshold risk control model, which can flexibly adjust limits based on user and merchant circumstances, effectively preventing cross-border transaction risks. Leveraging the technological upgrade of the CIPS system, DBS Bank achieves real-time clearing in 8 seconds, more than 300 times faster than traditional cross-border payments, and supports “5×24 hours + normalized service on overseas working days,” completely breaking down time and geographical limitations and perfectly adapting to the cross-border transaction needs of Southeast Asia’s multiple time zones. In terms of system compatibility, the CIPS system that DBS Bank connects to has launched services for five major currencies, adopting a multi-currency account + single-message system design, capable of processing 3,000 multi-currency transactions per second. In 2026, DBS Bank will complete the upgrade to the ISO 20022 messaging standard, further enhancing its adaptability to international business. Furthermore, its participation in the “front-end freedom + back-end regulation” sandbox design allows for flexible payment channel options for customers while ensuring transaction compliance. Transaction data is synchronized with regulatory authorities in real time, aligning with mBridge project principles and improving customer experience. DBS Bank’s approval as a clearing bank not only represents a significant upgrade to the CIPS Southeast Asia network but also confirms the development logic of “technology empowerment + scale expansion” in the cross-border payment field. With the continued release of cross-border payment demand in scenarios such as energy and commodities, CIPS participants, represented by DBS Bank, are leveraging their dual advantages of profitability and technology to drive the continuous improvement of the RMB cross-border payment ecosystem.
