Dalian cross-border e-commerce “1210” bonded collective export business opens a new channel for Northeast foreign trade

Recently, under the supervision of the Dayaowan Customs (affiliated with Dalian Customs), the first export shipment from Northeast China utilizing the cross-border e-commerce "1210" bonded consolidation model successfully departed for overseas markets, injecting new momentum into the region's foreign trade development.

Recently, under the full supervision of Dayaowan Customs affiliated with Dalian Customs, a batch of packaged fishing gear and supplies completed customs clearance verification, were accurately consolidated with other foreign trade goods, and were successfully shipped overseas.

This is the first export business in the Northeast region completed under the cross-border e-commerce “1210” bonded consolidation model, marking a new channel for Dalian’s cross-border e-commerce foreign trade exports and injecting new momentum into the development of Northeast foreign trade.

According to on-site customs staff, the cross-border e-commerce “1210” bonded collective export business fully relies on the multi-functional advantages of “bonded + port + e-commerce” in the Dayaowan Comprehensive Bonded Zone.
Enterprises can transport the goods to the bonded area in advance and complete the whole process preparations such as sorting, tallying and stocking. After leaving the area, they can quickly consolidate the goods with other general trade export goods and then send them to the global market.

Compared with the traditional cross-border e-commerce “9810” export model, this new model achieves dual optimization of customs clearance and logistics.
The new model significantly shortens the time for export consolidation, and enterprises can also enjoy the policy dividend of priority tax refunds at the same time, effectively solving the industry pain points of slow consolidation of cross-border e-commerce goods and long tax refund cycles in the past, and further improving the efficiency of foreign trade export circulation.

In order to ensure the smooth implementation of this innovative business, Dayaowan Customs has customized service measures, established a “one enterprise, one file” special service mechanism, arranged dedicated personnel to connect with enterprises, and guided the completion of system filing, information binding and other preliminary work throughout the process
; At the same time, we will continue to optimize the supervision process, build digital intelligent supervision channels, realize closed-loop supervision of the entire process of goods entering, consolidating, and leaving the area, and superimpose convenient measures such as appointment inspection, priority review, and exclusive operations in the area to open up the connection blockages in each link and make every effort to improve the speed of customs clearance of goods in the area.

“The advantages of this bonded group export model are very obvious. It has high LCL efficiency and fast tax refund, which has brought tangible benefits to our company.” At the business site, Tang Xiaoyang, head of Dalian Enge Cross-border Trade E-Commerce Co., Ltd., said: “The new model not only greatly improves the efficiency of customs clearance of goods, but also is estimated to reduce our comprehensive operating costs per shipment by 10%.
The relevant person in charge of Dayaowan Customs said that in the next step, the Customs will continue to promote innovation in the supervision model, fully replicate and promote the “1210” bonded consolidated export business model, focus on Northeast characteristic advantageous industries such as fishing gear, auto parts, and light industry, continue to expand the categories of goods, expand business coverage, help Dalian accelerate the construction of a cross-border e-commerce export logistics hub, further smooth the Northeast foreign trade export channels, and promote the high-quality development of the regional foreign trade economy.
