On June 17, at the Hainan Free Trade Port’s half-year press conference on the customs closure, we learned that since the customs closure, the policy dividends of the Hainan Free Trade Port are accelerating, and various businesses have made significant progress.

From the data point of view, since the customs closure, the Hainan Free Trade Port’s value-added processing domestic sales and tariff-free policies have been coordinated. The value of Hainan’s self-produced goods is included in the value-added part, and business scenarios such as bonded upstream and downstream processing value-added cumulative benefits have been successfully implemented.
As of May 31 this year, the value of imported goods under the “zero-tariff” policy of Hainan Free Trade Port reached 2.645 billion yuan, a year-on-year increase of 1.2 times, with tax exemptions of 440 million yuan; the value of domestic sales under the processing value-added tariff-free policy was 580 million yuan, with tariff reductions and exemptions of 30.246 million yuan.
Under the prohibited list, “two ends outside” bonded maintenance and import license cancellation management business completed 17 transactions, with a value of 7.012 million yuan.
The tax-free policy for outlying islands has also continued to be optimized, with duty-free sales on outlying islands reaching 20.34 billion yuan, an increase of 20.5% over the same period last year.
This not only attracts a large number of tourists to come for shopping, but also further promotes the prosperity of Hainan’s tourism consumer market.

He Bin, the second-level inspector of Haikou Customs, said that since the closure of the customs, Hainan’s foreign trade import and export has reached 173.98 billion yuan, the average customs clearance time of imported goods has been reduced by 20%, 10 second-tier ports are operating smoothly, and second-tier island declaration items have been simplified by more than 60%.
The innovative implementation of batched departure from the island and centralized declaration model allows more than 80% of processed value-added goods to be exported from the island to be exported to the island conveniently.
The combined efforts of free trade port policies and customs facilitation measures have opened up broad space for the development of foreign trade formats and facilitated the efficient flow of elements between the Hainan Free Trade Port and the mainland to the greatest extent.
The effectiveness of this series of policies has not only improved the trade facilitation level of Hainan Free Trade Port, but also provided more development opportunities for domestic and foreign enterprises.
As the Hainan Free Trade Port’s customs closure policy continues to advance, it is expected to attract more investment and resource gathering in the future, further promoting the high-quality development of Hainan’s economy and making it an important window and platform for my country’s opening up to the outside world.
At the same time, it will also provide a more convenient channel for Chinese goods to go to the world and promote the prosperity of domestic and foreign trade.
