On April 9, the Shenyang urban agglomeration cross-border e-commerce enabling industry belt docking event was grandly launched in Shenyang. This event is of great significance, continuing to broaden the overseas tracks of Liaoning and Shenyang industries and strengthening new momentum for foreign trade.
During the event, “opening up new markets”, “building new brands” and “mining new increments” became hot words discussed on-site by many companies and cross-border e-commerce platforms.

This event is co-sponsored by the Liaoning Provincial Department of Commerce and the Foreign Trade Development Bureau of the Ministry of Commerce, and is jointly supported by the Liaoning Provincial Department of Industry and Information Technology, the Liaoning Provincial Department of Agriculture and Rural Affairs, the Liaoning Provincial Taxation Bureau and other provincial central departments as well as a number of financial and logistics institutions.
As the first regional event in the province’s cross-border e-commerce empowerment industry belt docking series in 2026, the event combines the industrial characteristics and development needs of the Shenyang urban agglomeration to build a cross-border e-commerce all-element docking cooperation platform, focusing on promoting the in-depth integration of cross-border e-commerce with the four characteristic industry belts of automobiles and parts, textiles and clothing, building materials and home furnishings, cultural creativity, and Liaoning handicrafts.
During the event, relevant departments interpreted the support policies.
Since the beginning of this year, Liaoning Province has introduced practical measures such as “Liaoning Province’s 9 Policies and Measures to Promote the High-Quality Development of Cross-border E-commerce” to increase efforts to accelerate the development and quality improvement of the cross-border e-commerce industry.
Leading domestic and foreign cross-border e-commerce platforms such as Amazon, Walmart Global E-commerce, Alibaba, and Focus Technology, well-known logistics companies such as Sinotrans, JD.com International Logistics, Liaogang Group, and China Post, financial insurance institutions such as Bank of China, China Export-Import Bank, and China Export Credit Insurance Corporation, Grang Overseas Warehouse, and Liao Zhanguo
Overseas warehouse companies such as Hehe, Cambrian, Chaoyang Wufeng, and park operating companies such as Hiace Group and China Storage Group gathered at the scene to share cutting-edge development models, practical overseas plans, interpret support policies, in-depth docking negotiations, and seek talent support, achieving precise docking and in-depth linkage of cross-border e-commerce industry chain resources and industrial belts.

Zhao Yang, senior manager of Granary Overseas Warehouse North China, said: “I am very much looking forward to participating in this meeting to gain an in-depth understanding of the characteristics and advantages of the Shenyang urban agglomeration industrial belt, especially key areas such as automobiles and parts, and the textile and garment industry belt, and to
The company has 17 years of overseas warehouse operation experience, with a total global warehousing area of 3.6 million square meters, and a business network covering more than 30 major overseas markets such as North America, Europe, and Asia-Pacific, and can provide enterprises with one-stop overseas warehousing and logistics solutions.
At present, it has cooperated with some Liaoning enterprises. In the future, it hopes to actively connect with the resources of the Shenyang urban agglomeration industrial belt and comprehensively deepen exchanges and collaboration with upstream and downstream enterprises in the industrial chain.
Huang Chao, manager of the international trade department of Sea Lion Group, also came with the same expectations.
As a well-known cross-border e-commerce comprehensive service provider, Sea Lion Group is very optimistic about the development prospects of Liaoning’s industry. It looks forward to laying out and building a cross-border e-commerce industrial park here, cooperating with universities to build cross-border e-commerce industrial colleges, discovering and cultivating local high-quality enterprises, and jointly helping Liaoning and Shenyang enterprises to sail overseas.
For companies entering overseas markets for the first time, they can provide incubation support from 0 to 1; for mature foreign trade companies, they can provide resource docking services such as overseas warehouses and cross-border logistics.
More and more high-quality companies in the Shenyang urban agglomeration are also eager to embrace the new cross-border e-commerce track.
Li Fengyan, director of the Li’s Sugar Man Guandong Sugar Art Museum in Shenhe District, Shenyang City, said excitedly: “I came here specifically to learn from it. I didn’t expect that several cross-border e-commerce industrial parks and cross-border e-commerce companies would take the initiative to contact me. I hope that China’s intangible cultural heritage skills can be introduced to a broader international market in the future.” She said that in the past, the intangible cultural heritage works she brought to foreign exchange activities were often in short supply and were popular overseas. However, due to the lack of mature cross-border trade experience, she said
, has never been able to build a stable cross-border sales channel. “This cross-border e-commerce docking event is exactly the platform we need most at the moment.”
The event site set up six docking and negotiation areas: a cross-border e-commerce platform area, a public overseas warehouse area, a cross-border e-commerce logistics area, a financial credit insurance area, a customs and taxation area, and a university talent area. The intended partners sat down to discuss the details in depth, and some reached an intention to cooperate on the spot.
Four thematic discussions and exchanges on cross-border e-commerce operation monitoring, data-empowered innovative thinking to seize market opportunities, scientific operation of cross-border e-commerce industrial parks, and reducing cross-border e-commerce logistics costs were also held simultaneously at the event.
Sharing policy dividends, jointly exploring development opportunities, and jointly promoting win-win cooperation, the event creates a high-standard cross-border e-commerce industry event that integrates policy interpretation, experience sharing, platform promotion, financial empowerment, and cooperation docking, allowing “Made in Liaoning” and “Liaoning Premium Products” to directly reach the global terminal consumer market through cross-border e-commerce.
