When the platform data is fully connected to the tax system, the fault tolerance space of traditional “Gray declaration” has been completely compressed.
A single fine is enough to erase the entire net profit of a cross-border enterprise for 5 years.

1. The shocking “three years of hard work” tax case
Since March 2026, the tax bureaus in Shenzhen, Chengdu, Hangzhou and other places have intensively launched cross-border e-commerce tax inspections. The Golden Tax Phase 4 system automatically cross-checked the full order data of mainstream platforms such as Amazon, SHEIN, and Temu with corporate declaration data, and the declaration differences were exposed one by one.
Among them, the case with the highest amount involved shocked the entire cross-border circle.
A seller in Shenzhen achieved sales revenue of 230 million yuan on an e-commerce platform, but reported only 170 million yuan of revenue to the tax authorities. The remaining funds of about 60 million were collected through personal bank cards, hiding outside tax supervision for a long time.
After the fourth phase of the Golden Tax System completed the comparison between platform data and declaration data, the differences were accurately identified.
In the end, the seller was investigated for back taxes and fined, totaling 95 million yuan.
Calculated based on the average cross-border e-commerce net profit rate of 5%-8%, the net profit from annual revenue of 230 million yuan is approximately 11.5 million yuan to 18.4 million yuan.
A fine of 95 million yuan is equivalent to returning all net profits for more than 5 years to zero.
And this is not an isolated case.
“Sensoni Electronic Technology”, a 20-year-old 3C cross-border sales company in Shenzhen, concealed income of up to 120 million yuan from 2020 to 2022 by collecting payments in private accounts and not recording sales revenue. The tax and fines totaling 28.1856 million yuan were recovered. The case has been transferred to the public security organs for criminal responsibility.
A cross-border e-commerce company in Xiamen had an annual revenue of 228 million yuan, but the tax declaration income was only 2,000 yuan. The income difference exceeded 100,000 times. The legal person fled immediately after being investigated and lost contact. The final tax penalty totaled 10.7878 million yuan.
From 95 million to 28 million and then to 10 million, the amount involved is decreasing step by step, but the signal is strengthening step by step: The fourth phase of the Golden Tax does not select sellers-big sellers, small sellers, boutiques, and distribution. As long as there are differences in the data, the system will automatically mark them.

2. Why are there so many “thunderstorms” this year?
Cross-border e-commerce tax risks have been intensively exposed this year, behind which are three “data encirclement and suppression” measures that have been tightened at the same time.
The first step: Comprehensive submission of platform data.
According to the “Regulations on the Submission of Tax-related Information for Internet Platform Enterprises” issued by the State Administration of Taxation in 2025, starting from October 2025, cross-border platforms such as Amazon, AliExpress, SHEIN, and Temu must report sellers’ identity information, transaction flow, and total income to the Chinese tax authorities on a quarterly basis.
In the first quarter of 2026, the power of this mechanism will begin to fully emerge – you reported 170 million to the tax bureau, and the platform reported 230 million to the tax bureau. The difference between the two will be instantly compared by the system.
Second channel: Data penetration of the fourth phase of the Golden Tax.
The fourth phase of the Golden Tax has opened up 138 data sources such as banks, customs, industry and commerce, and municipal supervision, and eight departments have jointly administered taxes.
Transaction flow, customs declaration, bank flow, foreign exchange settlement, VAT declaration – data from five major dimensions are compared simultaneously.
The Shenzhen Taxation Bureau has required Amazon sellers to submit cross-border tax source data for 2024. The tax department can directly compare the platform’s original transaction records with corporate declaration data. After paying taxes and late fees, some sellers’ comprehensive burden rate is close to 20% of sales.
Leader 3: The Value-Added Tax Law is officially implemented.
From January 1, 2026, the “VAT Law” will be officially implemented, and the regulatory logic will be upgraded from “controlling tax with tickets” to “governing tax with numbers”, with real-time comparison of the four streams of transactions, logistics, funds, and invoices.
Gray operating modes such as “net tax returns”, “paid exports” and “double clearing tax package” that were popular in the cross-border e-commerce industry in the past are becoming the focus of inspection.
After paying taxes and late fees, some individual store owners’ comprehensive burden rate is close to 20% of sales.
The three lines of defense are interlocking, and the “information gap” that cross-border e-commerce has long relied on has been completely eliminated.
3. Compliance suggestions from Liucaiyun
The data comparison of the fourth phase of the Golden Tax is continuous and automated, not a one-time exercise.
Rather than waiting for a call from the tax bureau, it is better to practice compliance on a daily basis.
Liucai Cloud‘s AI risk control engine is equipped with special monitoring capabilities for the e-commerce industry: it automatically compares the consistency of declaration data and invoice data, and automatically scans and proactively pushes early warnings on key risk indicators such as abnormal fluctuations in tax rates, mismatches in input and output categories, and invoices approaching the certification deadline.
Liucaiyun helps sellers conduct self-examination before the tax system pays attention to you.
The full ticket pool management function supports the automatic collection and intelligent authenticity verification of multi-platform and multi-currency bills, and generates compliance certificates with one click, ensuring that every income is well-documented and every declaration can withstand penetrating comparison.
In the era of data penetration in the fourth phase of the Golden Tax, compliance is no longer a multiple-choice question, but the most important safety cushion for enterprises in 2026.
