China’s machinery industry: a solid force towards becoming a manufacturing power

By 2025, China's machinery industry has achieved significant development, demonstrating remarkable resilience and potential for upgrading. This article analyzes the industry's development characteristics, draws upon international experience, and proposes measures—such as strengthening innovation, driving digital-intelligent and green transformation, optimizing the industrial ecosystem, and expanding opening-up and cooperation—to help the machinery industry serve as the backbone of a manufacturing powerhouse.

The machinery industry is an important symbol to measure the country’s industrialization level and comprehensive national strength. It is also an important support for building a modern industrial system and developing new productive forces.
Data released by the China Machinery Industry Federation shows that the machinery industry will make steady progress in 2025, and high-quality development will achieve positive results. The added value of enterprises above designated size will increase by 8.2% year-on-year, and the export volume of goods trade will be US$986.82 billion, a year-on-year increase of 13.5%.
In the complex and severe external environment, my country’s machinery industry has shown strong resilience and upgrading potential. It is at a critical stage of transformation from scale and speed to quality and efficiency. It is steadily moving towards the middle and high end of the global value chain, becoming the “ballast stone” for stabilizing the industrial economy and the “main force” for promoting industrial upgrading.

Mechanical Industry Picture 1

my country has become a large-scale machinery manufacturing country with a complete range of categories, a complete industrial system, and global influence in multiple subdivisions.
The current development shows three major characteristics: First, the trend of clustering is obvious.
Industries such as construction machinery, electric power equipment, robots, and intelligent connected vehicles have formed a number of globally competitive industrial clusters in the Yangtze River Delta, Pearl River Delta, central and western regions, and other places, and the collaborative efficiency of the industrial chain continues to improve.
Second, innovation results are emerging at an accelerated pace.
Major technical equipment such as large-scale shield boring machines, million-kilowatt hydro-generator units, and ultra-high-voltage power transmission and transformation equipment have achieved breakthroughs, and some areas have reached international leading levels.
Third, digital transformation has been fully launched.
The promotion of smart manufacturing demonstration factories and industrial Internet platforms has been accelerated, and the penetration rate of digital R&D and design tools and the numerical control rate of key processes have continued to increase, injecting new momentum into industrial development.

Mechanical Industry Picture 2

The development path of the machinery industry in some developed countries has provided important reference for our country.
Germany relies on its accumulation of precision manufacturing to lead in the fields of high-end machine tools and automation equipment. It emphasizes “hard” manufacturing and the cultivation of hidden champions, but its digital transformation is relatively cautious.
The United States relies on its advantages in software and chips to promote intelligent and networked products, but there is also the risk of hollowing out basic manufacturing links.
In comparison, my country has the world’s largest market, the most complete industrial supporting system, strong engineering capabilities, and the outstanding ability to apply technological innovations to large-scale, low-cost industrialization.
Future competition is a competition between systems and ecology. my country needs to transform its market and system advantages into technological leadership and standard-leading advantages, so that the machinery industry can stand up as the backbone of a manufacturing power.

Strengthen innovation drive and overcome technical bottlenecks.
Key core technologies are the “vital gate” for the machinery industry to move towards high-end.
We must adhere to the core position of innovation and implement major technical and equipment research projects around national strategies and industrial needs.
Give full play to the advantages of the new national system and support “chain master” companies to take the lead in forming innovation consortiums to conduct concentrated research on basic common technologies and key shortcomings such as high-end CNC systems, precision bearings, high-performance sensors, and special materials.
We attach great importance to the autonomy of industrial software, increase investment in R&D, and promote the cultivation of application ecosystem for R&D, design, and production management software.
Improve the insurance compensation mechanism for the first (set) of major technical equipment and solve the application problems of innovative products.

Promote the green transformation of digital intelligence and reshape the manufacturing model.
Digitalization, intelligence, and greening are the only ways to improve quality, efficiency, and flexibility.
It is necessary to promote the intelligent transformation and digital transformation of the entire industry at different levels.
Encourage leading companies to build smart factories and “lighthouse factories” and explore digital twin applications.
Support small and medium-sized enterprises to rely on the industrial Internet platform to adopt lightweight solutions to achieve equipment cloud and collaborative manufacturing.
Accelerate the development of intelligent agricultural machinery, intelligent construction machinery, etc., and promote the evolution of equipment towards self-sensing and self-decision-making.
In terms of green transformation, we must not only develop green products such as high-efficiency energy-saving motors and hydrogen energy equipment, but also comprehensively promote the construction of green factories and green supply chains.

Optimize the industrial ecology and promote integrated development.
A healthy industrial ecology is the guarantee for stable and long-term development. We must focus on cultivating world-class chain master enterprises and a large number of specialized and new “little giant” enterprises to form a “leading-driven, small and medium-sized collaboration” pattern.
Strengthen the connection between supply and demand in the upstream and downstream of the industrial chain, encourage complete machine and component companies to establish long-term strategic cooperation, and jointly carry out research and development and verification.
Promote the deep integration of machinery manufacturing and industrial design, inspection and testing, financial leasing and other producer service industries to enhance the added value of the entire industry chain.
Break down barriers to the flow of regional factors, promote the coordinated development of the Yangtze River Delta, Pearl River Delta, central equipment manufacturing bases and other regions, create a number of machinery industry clusters with distinctive characteristics and complementary advantages, avoid homogeneous competition, and release the effect of industrial agglomeration.

Expand open cooperation and enhance global competitiveness.
Open cooperation is an inevitable choice for the machinery industry to move towards high-end.
It is necessary to support enterprises to “organize groups to go overseas”, expand overseas markets, encourage the establishment of R&D centers and production bases overseas, and enhance global resource allocation capabilities.
Promote technology patenting, patent standardization, and standard internationalization, support enterprises in participating in the formulation of international standards, and enhance their voice.
Strengthen international technological exchanges and cooperation, introduce and absorb advanced technology and management experience, promote higher-level independent innovation in the process of opening up, accelerate the construction of a strong country in the machinery industry, and lay a solid foundation for the construction of a strong manufacturing country.
