China’s Cross-Border E-commerce: Growth, Challenges, and Transformation Opportunities

In 2024, the scale of China's cross-border e-commerce imports and exports reached approximately 2.71 trillion yuan, a year-on-year increase of 14%. While the industry has achieved significant scale and robust growth momentum, it faces a stringent regulatory compliance environment heading into 2026. Enterprises are transforming through strategies such as diversification and brand building, paving the way for emerging trends.

According to data from the General Administration of Customs, my country’s cross-border e-commerce import and export volume reached approximately 2.71 trillion yuan in 2024, a year-on-year increase of 14%, which is 9 percentage points higher than the growth rate of my country’s goods trade in the same year. The global trade landscape is being redefined—Chinese enterprises are no longer merely suppliers to the world’s factory, but are directly taking center stage in international trade through cross-border e-commerce.

With the formal implementation of the “Value-Added Tax Law of the People’s Republic of China” and its implementing regulations, and the simultaneous tightening of cross-border tax supervision by the United States, Japan, the European Union, and many other countries, the global cross-border e-commerce industry is facing unprecedented compliance challenges. Below, we will take a detailed look at the situation of China’s cross-border e-commerce industry.

Industry Status

China’s cross-border e-commerce industry has reached a considerable scale.

In 2024, my country’s cross-border e-commerce exports exceeded 2 trillion yuan, reaching 2.15 trillion yuan, a 16.9% increase compared to 2023. Behind this figure lies a vast ecosystem: my country has over 120,000 cross-border e-commerce entities, extending from central cities to second- and third-tier cities, with 165 comprehensive cross-border e-commerce pilot zones covering all 31 provinces, autonomous regions, and municipalities. According to the China Business Industry Research Institute, the Chinese cross-border e-commerce market size is projected to reach approximately 4.43 trillion yuan by 2026. Currently, clothing, shoes, bags, jewelry, mobile phones and other electronic products, and home textiles are the main categories in cross-border e-commerce. Industry growth is no longer reliant on low-price competition but is shifting towards branding and high-value development. A number of Chinese DTC brands have successfully gained international recognition through overseas platforms, and the industry is transitioning from a period of “scale expansion” to a strategic opportunity period of “value creation.” The continued growth of China’s cross-border e-commerce relies on the combined driving force of multiple factors. At the policy level, the “14th Five-Year Plan” series of plans provides institutional guarantees for industry development through measures such as supporting the upgrading of overseas warehouses and building an international logistics system. China’s supply chain advantages remain a core competitive advantage. New operating models, represented by fully managed warehouses, allow Chinese-made goods to directly reach global consumers at high cost-effectiveness. The improvement of logistics infrastructure has greatly enhanced the cross-border shopping experience. Currently, my country has built more than 2,500 overseas warehouses, achieving localized delivery. Through overseas warehouses, parcels that previously took weeks or even a month to arrive can now reach overseas consumers in as little as two days. The application of digital technology is changing the industry ecosystem. Social e-commerce is rising, with platforms such as TikTok and Instagram becoming new shopping gateways; AI technology is evolving from automated customer service to predictive business hubs, capable of predicting needs before consumers even speak.

Compliance Challenges

In 2026, the global cross-border e-commerce industry will face a more stringent compliance environment, with taxation and regulation becoming hurdles the industry must overcome. In China, the implementation of the Value Added Tax Law signifies a new stage in tax supervision for the industry. The new tax law adjusts the rules for identifying general taxpayers, eliminates the grace period, and requires companies to accurately estimate sales in advance.

Internationally, several major markets are simultaneously adjusting their policies. The United States has abolished the tax exemption policy for small parcels; Japan has ended its 36-year-old policy of “tax exemption on imports under 10,000 yen”. The European Union plans to levy fees on small parcels, and Thailand will uniformly levy customs duties and value-added tax on imported goods valued at 1 baht (approximately 0.2 yuan) and above. These policy changes not only increase operating costs but also place higher demands on companies’ compliance capabilities.

Mexico even requires e-commerce platforms to withhold taxes from sellers, and sellers who do not provide a valid tax number will be subject to a comprehensive tax rate of 36%.

Transformation Strategies

Faced with challenges, cross-border e-commerce companies are seeking breakthroughs through various strategies. Market diversification has become a consensus. Although the United States remains the largest export destination (accounting for 36.2%), companies are vigorously expanding into emerging markets such as the Middle East, Latin America, and Southeast Asia. Japan is favored due to its strong purchasing power and low return rate.

Branding upgrades have become a key path. Companies are no longer satisfied with selling “white-label” products, but are building brand influence by increasing product added value and enhancing pricing power. A Chinese-made electric motorcycle sells for $4,399 on Amazon, with monthly sales reaching 200 units.

Localization capabilities have become crucial. Only by deeply understanding the local market, combining the capabilities of local employees, and adapting to local user habits can a brand truly go global. Some companies have begun to establish manufacturing bases in Southeast Asia, using Southeast Asia as a springboard to radiate globally, gaining advantages in tariff and labor costs.

Future Outlook

Cross-border e-commerce is standing at the intersection of “stable growth” and “explosive innovation.” The industry will shift from “pursuing growth” to “creating new growth in mature markets.” The integration of social e-commerce will become a mainstream trend. Social platforms will no longer be merely sources of traffic, but rather the main battlefield for consumption where “content is the purchase touchpoint.” The deep application of AI technology will change business logic, evolving from traditional “you might also like” recommendations to predicting consumers’ needs that haven’t yet been explicitly expressed. The industry will place greater emphasis on sustainable development; consumers will not only buy products but also choose a value system, with sustainable brands becoming an important purchasing criterion. As industry compliance accelerates, companies that proactively implement tax compliance and establish standardized financial systems will have an advantage in fair competition. Sellers who rely on luck will face the risk of being eliminated by the market. A Zhejiang company’s electric motorcycles sold 200 units per month on Amazon at a price of $4,399, while German consumers received Chinese lawnmowers in just two days after placing an order. The infrastructure of global trade is being reshaped. Social e-commerce, AI prediction, and omnichannel experiences are building a new industry ecosystem. As industry insiders have said, Chinese products cannot fail to sell; only the methods and channels need adjustment.
